Requirements include, but are not limited to:
· University education in international studies, public policy, political science or law or related fields
· Diplomatic experience or experience working in political affairs with international organizations or governments
· Experience in preparing analytical reports
· Excellent communication and drafting skills
· Knowledge of regional political history and developments
· Diplomatic and negotiating skills
· Some knowledge of the OSCE principles and commitments
· Experience in a related field, preferably in an international environment or within operational Missions
· Experience in political reporting and with sound analytical skills
· Professional fluency in the English language with the ability to analyse and communicate clearly and concisely; knowledge of English-language style guides
· Significant prior experience in publishing and/or journalism in relevant fields such as human rights, political affairs and media
· Good organizational skills, with the ability to take corrective action if required
· Ability to cope with physical hardship and willingness to work night shifts and extra hours, and in an environment with limited infrastructure; proven resilience to high stress environments
· Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
· Cultural sensitivity and sound political judgement
· Ability to operate windows applications, including word processing and e-mail
· Experience in working in Eastern Europe and/or knowledge of the region (desirable)
· Experience with the UN common system and/or other international organizations (desirable)
· Working knowledge of the Ukrainian and/or Russian language(s) (desirable)
Tasks and Responsibilities
Initial duration of appointment/assignment for this post is until 31 March 2017, subject to a subsequent OSCE Permanent Council Decision to extend the mandate of the Mission.
Potential applicants should be aware that this is a non-family posting.
If applicable, deployment is subject to attendance to and successful completion of pre-deployment training and assessment.
Under the direct supervision of the Head of Reporting and Political Analysis Unit, the Editor will be responsible for the overall coherence of the OSCE Special Monitoring Mission (SMM) to Ukraine's publications and ensures consistency with the SMM mandate, style standards, terminology and political balance. The Editor will have the following specific responsibilities:
Proof-reads and copy-edits all English language publications, ensuring consistency with OSCE and SMM policy, style and terminology;
Verifies adherence to SMM written requirements with a focus on consistency, coherence and style of the text and suggests amendments;
Assists efforts to harmonize SMM public reporting as well as in editing public information material, rewriting, abridging, simplifying or restructuring texts for greater clarity, coherence and readability;
Maximizes transparency by ensuring clarity and accuracy of information with the aim of positively influencing the public perception of the SMM;
Works with the Press and Public Information Unit to ensure coherence of messages;
Liaises with the OSCE Secretariat's Communication and Media Relations Section, as necessary;
Performs duties of Reporting Officer as assigned;
Performs other duties as assigned.
