Context:
Under the supervision of the Director, Department of Resource Management, the successful
candidate will be accountable and responsible for overseeing and supporting the global
procurement and supply function of the Organization, including establishing and maintaining the
supply chain and procurement strategies, policies and procedures of the Organization. IOM is a
project-based organization and works in a decentralized manner. The Procurement and Supply
Division provides global support and ensures compliance for all supply and procurement
activities worldwide.
S/he will provide a leadership role to the supply chain and procurement services that are critical
to various IOM projects implemented by missions worldwide, both regular and emergency
related. The scope will include development of and adherence to policies and instructions for
procurement of goods and services, as well as construction and infrastructure needs of IOM.
The successful candidate will provide overall guidance on procurement and supply policies as
well as ensuring these policies are updated and adhered to and ensure effective and efficient
implementation by the field missions and offices worldwide.
S/he will be responsible for, and have direct management oversight over, the Division staff in
Geneva, Global Procurement and Supply Unit (GPSU) staff in the Manila Administrative Centre
(MAC) and the Panama Administrative Centre (PAC), and will provide technical support, expert
leadership, and assist with the development and learning for the procurement staff and officers
located throughout the organization.
Core Functions / Responsibilities:
- Develop, formulate, review, and initiate policies, operational directives, reports, standards, guidelines programmes and activities relating to procurement, and supply chain management worldwide with emphasis on institutionalizing sound internal controls, cost effectiveness, donor compliance and rapid and high quality service.
- Provide strategic direction for IOM in its procurement and supply chain management to maximise efficiencies and speed of delivery, in line with operational needs in cooperation with the Department of Operations and Emergencies (DOE) and relevant IOM units and offices. Ensure effective sourcing, ensuring that inspections for quality and social and environmental audits are conducted as required.
- Liaise and communicate with member states, donors and other external stakeholders on procurement and supply issues, reporting on institutional matters, significant developments, participating in UN conferences and networks, and attending and speaking at procurement and supply conferences, events, workshops and other international meetings; interfacing with auditors, evaluators, and other such external institutions and organizations.
- Ensure that an effective balance is established between global supply and national procurement capacity ensuring that IOM procurement rules, procedures and regulations are followed and missions’ established procedures are reviewed.
- Oversee the planning and delivery of procurement requirements, ensuring appropriate controls, and consistent application and interpretation of IOM’s policies in making procurement decisions.
- Ensure appropriate procedures and systems are in place to ensure efficiency of the supply operations. Liaises with DOE, and relevant IOM units and offices, to implement new initiatives and align with good practices.
- Manage, direct, support and supervise all staff in the Division and GPSU in MAC and PAC. Evaluate their performance in compliance with IOM’s staff evaluation system (“SES”).
- Develop the IOM community of practice for IOM staff involved in supply chain and procurement. Support professionalization, career planning and development through training, duty travel and other means for all staff engaged in procurement and supply chain management in the Division, GPSU, Regional Offices and Missions.
- Develop IOM global staff and surge capacity in supply chain management and procurement. Liaise effectively with the Office of the Legal Advisor on issues regarding contract administration and procurement contracts.
- Establish close collaboration with programme sections, in order to ensure supply involvement in programme design, planning, product selection and forecasting, as well as quality control, monitoring and evaluation which can be used to improve future processes and supplies.
- Provide expert technical advice to missions on procurement activities, following IOM Procurement Manual (IN/168) and other relevant policies, procedures and regulations. Ensure that support through procurement technical assistance and oversight is provided to the Missions and Field Offices in the implementation of their procurement operations.
- Adopting risk management approach, establish a timetable for effective review of missions’ procurement activities.
- Review bids analyses, technical proposals of vendors (e.g. LTA proposals) from a cost-benefit analysis perspective, review vendor canvassing and tender results and negotiate contracts terms and conditions with vendors.
- Provide support to IOM field offices engaged in construction and procurement, both regular and emergency, including undertake TDY’s to locations to assist with the setup of new programmes and projects, as needed or requested.
- Plan, organize and manage effective and efficient division of Procurement and Supply Chain tasks and responsibilities between Headquarters, GPSU in MAC, PAC and Regional Offices.

Required Qualifications and Experience:
Education
- Master’s degree in Procurement, Supply, Engineering, Business Administration or a related field from an accredited academic institution with ten years of relevant professional experience; or
University degree in the above fields with twelve years of relevant professional experience.
ExperienceProgressive responsible experience in managing diverse procurement and supply chain operations;
Excellent level of computer literacy and good knowledge of systems in areas such as procurement/supply/finance/accounting. Knowledge or experience with SAP systems would be a plus;
Experience in managing and developing teams of co-workers, and in managing relationships with vendors, suppliers and partners;
Demonstrated experience of working with procurement and supply in complex operations of multiple continents and contexts;
Experience with procuring both goods and services under significant contracts;
Direct experience with conducting international public tenders of a certain magnitude;
Significant background in sourcing product and in competitive bidding, both at the international level and also in a domestic setting in a single country;
Experience sourcing goods and services under challenging conditions, including in developing countries, post-conflict and emergency situations, or following major disasters;
Experience in managing projects an advantage, and demonstrating understanding of the challenges of project management;
Experience with typical procurement-related challenges, including but not limited to shortages of essential supplies and material, dearth of qualified and reputable suppliers, government regulatory environments, tax issues, export and import regulations and obstacles, customs and duties, etc;
Experience in international settings, with international entities and agencies considered a plus;
Experience with construction, and with managing complex construction projects a plus;
Experience with staff development and learning, and any particular programs related to this in the field of procurement and supply chain, would be also be desirable.
Languages
Fluency in English is required. Working knowledge of French or Spanish is an advantage.
