Context:

Under the direct supervision of the Regional Emergency and Post Crisis (EPC) Specialist, in close coordination with respective units in headquarters (HQs) and under the overall supervision of the Regional Director for Central and West Africa. The successful candidate will support the implementation of the Office of Foreign Disaster Assistance (OFDA) funded regional project “Building Capacities of Governments to Prepare for, Respond to and Manage Crisis-Induced Displacement and Improving Understanding of Mobility Patterns in ECOWAS countries”. In particular, s/he will implement the Displacement Tracking Matrix (DTM) and information management component of the project in the selected priority countries to increase understanding of forced migration movements and migration corridors among Government officials and other actors.

Core Functions / Responsibilities:

  1. Plan for and implement the DTM and information management component of the OFDA regional project in coordination with concerned country offices and with IOM DTM Unit in Geneva.

  2. Within the scope of IOM DTM methodologies for capturing data on displaced population

(including mobility tracking assessments, flow monitoring surveys and registration), support missions in the roll out methodologies and standardized tools (e.g. survey database design, population movement tracking systems, etc.) and make adaptations to fit the context whilst meeting the information needs of IOM, the governments, and humanitarian partners.

  1. Follow up on logistical and administrative arrangements for DTM implementation and reporting; ensure constant updates to work plans, expenditures, and budget allocations. Provide information and assist with arrangements required for the engagement of contractors.

  2. Provide analysis of available data and produce regular DTM reports and other information outputs for dissemination to government counterparts and humanitarian partners.

  3. Develop and support, in coordination with country missions, operational partnerships with central and local authorities, service providers, agencies, and NGO partners for the proper implementation of DTM activities at national and district levels. Support relationship-building/enhancement with UN agencies, international NGOs, and others for the purpose of improving the quality and relevance of information analysis.

  4. Participate in relevant meetings and undertake duty travel relating to project/programme assessment, liaison with counterparts, problem solving, and set up of new project/programmes, as required; update colleagues regularly.

  5. Ensure the integration of gender perspective and attention to specific needs of vulnerable populations such as pregnant women, persons with disabilities, the elderly, children as well as other highly vulnerable groups within all emergency and transition activities.

  6. Ensure that all data collection, storage, analysis and dissemination is in line with IOM’s data protection principles.

  7. Ensure proper communication of project implementation in collaboration with the communication unit in Dakar and with the DTM Support team in HQs.

  8. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Computer Information Systems, Geography, Statistics, Social Studies, Economics or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience.

Experience

• Experience in information management, project management and implementation;

• Experience in DTM or related information management activities and IOM is an advantage;

• Working experience in conflict or post-conflict context is also an advantage;

• Experience working in international organizations, humanitarian community and familiarity with the humanitarian reform and cluster approach.

Languages

Fluency in English and French is required. Working knowledge of Portuguese is an advantage.

Other:

Internationally recruited professional staff are required to be mobile.
