Context:

Under the overall supervision of the Chief of Mission, the direct supervision of the Resource Management Officer, and in close coordination with the Project Manager, USRAP Latin America, Human Resource Management (HRM) at Headquarters (HQs), the Manila Administrative Centre (MAC), and the Panama Administrative Centre (PAC), the successful candidate will be responsible and accountable for managing the human resources and administrative functions of IOM Ecuador and USRAP activities in Central America.

Core Functions / Responsibilities:

  1. Maintain and update the Ecuador Human Resources database in PRISM in coordination with

Field Personnel Support Unit (FPSU) and the Regional Office.

  1. Coordinate recruitment processes in close coordination with the Resource Management Officer provide support to the mission in fulfilling the vacancies and ensuring relevant recruitment procedures are effectively and efficiently applied; and ensure selected staff members are sufficiently briefed, provided with an appropriately updated “Welcome Package” and are able to assume functions at the mission in a timely fashion. Advise and support line managers in recruitment processes for locally recruited personnel. As required, support recruitments of international personnel.

  2. Maintain the personnel files and attendance records of national staff members. Monitor their contractual situations and the administration of their entitlements, including step increases, family allowances, and requests for promotions, recruitment and separations.

  3. Advise Mission Management on staffing and other personnel issues, including leave entitlements/planning, overtime administration, and official Mission holidays.

  4. Ensure the Mission organigram/staffing table and contact lists are regularly updated, including for the sub-offices.

  5. Ensure timely and regular implementation of the Mission’s Staff Evaluation System (SES) and advocate for timely completion of the performance management process in line with Organizational deadlines.

  6. Assist the RMO in interpreting and applying IOM's Human Resources policies, rules and regulations, as well as standards and techniques, taking into account the Mission’s activities; and ensure that local administrative procedures are in place and followed in accordance with these practices.

  7. Assist in the preparation of any administrative reports that may be required, in coordination with the RMO and Heads of Units/ Programmes.

  8. Liaise with external IOM partner as well as with other IOM missions as necessary.

  9. Assist with the timely renewal of international staff visas and entry permits.

  10. Take responsibilities regarding Mission’s PRISM HR and support other Missions under

USRAP in the region with technical coordination.

  1. Assist the RMO in inspecting the payroll, ensuring that salaries are correctly allocated to projects consistent with IOM's projectization criteria in PRISM.

  2. Assist the RMO in resolving difficult or sensitive HR cases.

  3. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Human Resources, Business Administration, Industrial and Organizational Psychology, Social Sciences or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Experience in Administration and Human Resources Management;

• Knowledge of staff rules and regulations, staff entitlements and benefits, recruitment and selection practices and training programme;

• Ability to prepare clear and concise reports and coordinate human resources and administrative activities;

• Previous working experience in an international organization is an advantage;

• Familiarity with the UN common system is an advantage;

• Computer literacy is required; good knowledge of MS Office suite and PRISM is essential.

Languages

Fluency in English and Spanish is required.

Other:

Internationally recruited professional staff are required to be mobile.
