Context:

Under the direct supervision and guidance of the Head of the Labour Mobility and Human Development (LHD) Division in the Department of Migration Management at IOM Headquarters in Geneva, and in close coordination with the IOM Chiefs of Mission of participating IOM Country Offices (COs), the Migration and Development Specialist will be responsible for the overall co-management of the IOM-UNDP global Joint Programme on “Mainstreaming Migration into National Development Strategies”. In particular, the successful candidate will be responsible for ensuring timely, effective and efficient implementation of country-level outputs in eight programme countries, regular coordination with the implementing partner UNDP and liaison with the donor. S/he will further support IOM missions and act as a resource person on migration mainstreaming and migration and development, in coordination with other relevant Departments at IOM Headquarters and relevant IOM regional and country offices.

Core Functions / Responsibilities:

  1. Oversee and coordinate, with support of the IOM Focal Points of the Mainstreaming programme in each partner country, the implementation of country level activities as planned in the national multi-annual work plans (AWPs) and budgets, including the identification of potential emerging priorities, challenges and changes in programme strategy as necessary, to improve the programme relevance and impact, ensuring regular communication and close coordination with programme focal points, the donor, implementing partner and all relevant stakeholders.

  2. Monitor all administrative aspects related to the programme including contractual agreements between IOM COs and partners at country-level, and the programme’s budget, and identify potential issues in close coordination with ACO.

  3. Ensure overall efficient and timely reporting on progress in implementation at country level

(internally within IOM); to the Global Project Board and the donor as per agreed procedures.

  1. Ensure the timely implementation of monitoring measures as outlined in the programme’s monitoring framework, including by providing technical advice, participating in monitoring visits to programme countries, reporting and liaising with implementing partner, donor and IOM Country Offices on a timely manner to propose corrective action as necessary; and ensure transparency of the monitoring process by disseminating information to all relevant stakeholders.

  2. Contribute to the programme’s knowledge management and communication strategy by providing technical advice on the development and maintenance of the programme’s website, newsletter and other communication materials and by disseminating lessons learned in relevant international fora, events or other instances.

  3. Act as a thematic resource person within IOM and externally, and provide technical advice to IOM Offices, government counterparts, implementing partners, donors, and other stakeholders on migration and development and on integrating migration into policy planning at central and local levels and in sectoral areas, including by identifying opportunities to pilot new initiatives and contributing to project development in this field.

  4. Contribute to the conceptualization and development of capacity building tools, methodologies, and activities, internally and externally, on the thematic area of expertise.

  5. Represent IOM by actively participating in conferences, workshops and meetings related to the thematic area of expertise, as required by the Head of LHD Division.

  6. Perform such other duties that may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Migration Studies, Political or Social Sciences or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience.

Experience

• Experience in the field of migration issues, including different countries or regions in an international environment;

• Experience in IOM project management;

• Thorough knowledge in the thematic area of migration and development; including knowledge of global processes, approaches, policy and practice;

• Knowledge or experience of migration mainstreaming, particularly in the regions participating in the global joint programme an advantage;

• Ability to conduct sound policy-oriented research in the field of migration and development

(e.g. publications in this field an advantage);

• Experience in the design and facilitation of capacity building activities and products as well as provide training, curriculum development for government officials and/or other audiences on

migration and development;

• Experience in liaising with different stakeholders including government authorities, donors, other national/international institutions and familiarity or experience in working with UNDP/UN System an advantage.

Languages

Fluency in English is required. Working knowledge of French and/or Spanish is an advantage.

Other:

Internationally recruited professional staff are required to be mobile.
