Context:
Under the direct supervision of the Chief of Mission (CoM) in IOM Dhaka and the technical
supervision of Regional Health Assessment Programme (HAP) Coordinator for Asia and the
Pacific in Bangkok, Thailand the successful candidate will be responsible for the coordination
and implementation of Health Assessment Programmes (HAPs) and other migration health
assessments related activities in Bangladesh.
Core Functions / Responsibilities:
- Provide technical and management support, monitoring and quality assurance towards the implementation of health assessment activities in Bangladesh.
- Ensure that migration health assessment programmes fulfill the requirements and technical instructions of the immigration countries, including supervision and standardization of all aspects of the health assessment process, e.g. Tuberculosis (TB) diagnostics, radiology procedures,sputum collection, laboratory investigations, medical treatment and referrals to specialists, documentation, data collection and health informatics processes.
- Establish and maintain quality control/quality assurance procedures which include but are not limited to reviewing chest x-ray films and reports, TB laboratory reports, TB treatment records and liaising with service provider (radiology unit, TB laboratory) on a regular basis. Ensure adherence to the Global Standard Operating Procedures (SOPs). Develop and implement country-specific SOPs and ensure their implementation. Ensure adequate reporting of incidents in the established Global Incident Reporting System.
- Assist in promoting a client friendly HAP in the mission, e.g. ensure that services are easily accessible, are well-understood by clients, address gender-specific matters, and are delivered at affordable rates.
- Supervise Migration Health Division (MHD) and non-MHD staff involved in the health assessment process and ensure that training and staff development are addressed and performance evaluations done in time.
- Coordinate with partner hospitals, laboratories and other service providers engaged in the health assessment process to perform according to IOM standards with respect to quality diagnostic services, treatment and preventive health services.
- Supervise the quality of medical procurement related to the health assessment programmes.
- Maintain dialogue and regular meetings with collaborating hospitals, laboratories and other health facilities to ensure optimal performance and quality control.
- Maintain regular liaison and consult with government counterparts, UN agencies and other partners on health assessment strategies and policies at country level, and capitalize on IOM strengths across all service areas within the overall framework of IOM’s 12-point Strategy (adopted by IOM Members States in June 2007).
- Monitor budgets and propose corrective measures in coordination with the mission’s Resources Management Officer, Chief of Mission, MHD HQ and Regional Office.
- Promote IOM’s Regional Strategy in meetings, workshops, and international conferences; as required, write relevant reports, presentations and background documents, including for the country level, in consultation with the CoM.
- Support the CoM in the integration of health assessment activities into the Mission’s overall migration-related programming where appropriate, through close collaboration with the various departments and units at the field level. Assist IOM colleagues to link the Health Assessment Programme with the other core MHD programme areas, i.e. Health Promotion and Assistance to Migrants and Migration Health Assistance to Crisis-Affected Populations.
- Ensure both periodic and ad-hoc reporting to MHD regarding MH activities. Organize the collection, processing and analysis of migration health data and ensure a systematic approach to data handling; contribute to drafting reports, articles and other materials as required.
- Maintain the confidentiality and security of migration health data and prevent fraud throughout the health assessment process.
- Coordinate the regular upkeep of all medical equipment and supplies at the MHACs and laboratory, and their functionality at all times.
- Assist the mission in expanding its migration health portfolio and activities in the country, including migrant populations affected by crises, in coordination with RO and CoM.
- Undertake regular field visits to health assessment operation sites to monitor the progress of activities and generate periodic reports.
- Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
- University degree in Medicine from an accredited academic institution with at least seven years of professional experience; or
University degree in Medicine from an accredited academic institution plus Master’s Degree in Infectious Diseases, Internal Medicine, Lung Diseases or Tropical Medicines or other related fields from an accredited academic institution with five years of relevant professional experience.
ExperienceExperience in the domain of public health;
Field-based work experience in migration health, including the management and implementation of health assessment programmes, and a solid understanding of tuberculosis diagnostics and management;
Demonstrated experience in development, implementation, analysis and evaluation of health programmes and protocols;
Demonstrated experience as a team leader and in programme management including in budget planning and monitoring;
Experience in use of MiMOSA, eMedical and UK Global Software electronic systems is an advantage.
Languages
Fluency in English is required. Working knowledge of a local language is an advantage.
