  3. External female candidates. Context:

Under the overall supervision of the Chief of Mission (CoM) in Jordan for administrative matters,
and the direct supervision of the Regional Migration Health Assessments Coordinator (RMHAC)
for Middle East and North Africa (MENA) region, the successful candidate will be responsible for
providing planning, clinical oversight, quality control, reporting, follow up and related technical
support to the RMHAC for the migration health assessments and treatment of migrants assisted
by the Organization in the MENA region.

Core Functions / Responsibilities:

  1. Organize and manage comprehensive data collection, analysis, and reporting system for all Migration Health Assessments related operations in the Middle East and North Africa region, including: a. standardizing the use of data entry software applications and protocols; b. data analysis on stages of health assessment, presumptive treatment, HIV testing and counselling, pre-departure examinations, flight cancellations on medical grounds, vaccinations, laboratory testing outcomes, radiology testing outcomes, TB treatment, TST reading, medical escorting, incidents reporting and other relevant data, as needed; c. files transmission monitoring and reporting, to the Resettlement Supporting Center (RSC), as well as to the US, Australian, the UK, and Canadian embassies in Amman as well as their respective health units in the capitals.
  2. Review and analyse medical information of health assessment forms received from screening locations in the region for understanding the epidemiology, needs, and specificities from medical point of view of the refugees and migrants in the region.
  3. Aggregate medical data for creating evidence-based advice on needed follow-up actions and pre-departure medical activities.
  4. Develop quality control mechanisms and reporting systems for the migration health assessment (MHA) programmes in the MENA region, with particular focus on the USRAP, Australia, UK and Canada Programmes.
  5. Provide functional supervision to all Data Entry/Processing staff in MENA.
  6. Assist the RMHAC in the establishment of tele-medicine / tele-radiology services coverage in the region. Examine the possibilities of organization and implementation of a bar code system; planning tool; MHD web site; incident reports tool; induction tools for new staff; document management system.
  7. Provide direct links and coordination of data exchange with IOM OPS, RSC and other relevant external partners.
  8. Contribute to the planning and monitoring of mobile health assessment operations, individual follow-up of medical cases and pre-departure arrangements, as necessary. This may include assisting the Regional Migration Health Assessment Coordinator in planning and coordinating activities with IOM Operations and field staff, counterparts as well as IOM and non-IOM panel physicians across the region.
  9. Assist in timely clearance on Medical Forms in need of counter-signature, Dr’s advice, clearance on follow up cases after results/reports reception from all over the region.
  10. Ensure timely flow of documents and data to concerned counterparts in the respect of confidentiality of matters.
  11. Train and supervise medical data staff to assist with clerical duties related to medical data processing and document filing. Provide IT support to Medical sub-Units within the covered region.
  12. Prepare administrative reports and programme updates as necessary. In particular, prepare annual reports on USRAP, Australia, Canada and the UK MHA’s activities and major parameters of the programs, and ad-hoc relevant and related reports, as requested by the RMHAC or as per a regular reporting timetable.
  13. Perform such other duties as may be assigned.
    Required Qualifications and Experience:

Education

  • Medical Doctor with minimum of nine years of relevant professional experience, three of which must be in clinical medicine.
  • Medical Doctor with master’s degree in Public Health, or Specialization in Pediatrics, Internal Medicine or similar related field from an accredited academic institution with seven years of relevant professional experience; three years of which must be clinical experience.
    Experience

  • Experience in TB programmes, migration health, disease control, and public health of refugees and migrants in an international organization, UN agency or hospital; health sector experience in the Middle East;

  • Knowledge of public health as well as general migration related issues;

  • Knowledge of specialized medical software is mandatory. Knowledge of eMedical and Mimosa

  • Web is mandatory;

  • Thorough knowledge of the CDC Technical Instructions for medical examination and the needs of the United States Refugee Admissions Program;

  • Demonstrated ability to maintain detail, accuracy and confidentiality at all levels of the health assessment process;

  • Advanced level of computer literacy;

  • Good writing, communication and negotiation skills;

  • Willingness and ability to travel frequently within the region.

Languages

Fluency in English is required. Working knowledge of Arabic is an advantage.

Other:
Internationally recruited professional staff are required to be mobile.
