Background:
An improved ‘Post Incident Procedure (Incorporating Peer to Peer Volunteer Support) – Policy and Standard Operating Procedures’ has been designed to provide the Organization for Security and Co-operation in Europe (OSCE) Special Monitoring Mission to Ukraine (SMM) with a more robust management tool to facilitate a timely, effective, efficient and co-ordinated response to any potentially traumatic incident which involves mission members.
This Post Incident Procedure (PIP), including a dedicated Volunteer Peer to Peer (PtP) Support Program, has been specifically developed to address the needs and unique complexities of the entire SMM operating environment in Ukraine. Peer to Peer Volunteers will be trained to complement the current OSCE SMM support structures provided by the Medical Unit, where medical and psychological support is offered to all mission members following incidents in the field.
The OSCE SMM is seeking to appoint an operationally competent and experienced external training consultant who will design and deliver an interactive five (5) day bespoke Peer to Peer Volunteer Support training course. This training will be delivered initially to two separate groups of twenty (20) OSCE SMM participants.
The services required from the external training consultant are as follows:
- Provide a certified Volunteer Peer to Peer Support (PtP) training course based upon relevant aspects of Critical Incident Stress Management (CISM) and/or Trauma Risk Management (TRIM), as well as IASC Guidelines on Mental Health and Psychosocial Support in Emergency Settings (MHPSS), which can be applied to existing SMM operational structures
- Deliver Volunteer Peer to Peer Support training courses in Ukraine to selected OSCE SMM mission members
- Provide Volunteer Peer to Peer exercises and feedback in response to OSCE SMM organizational requirements, including defusing and debriefing techniques
- Support the OSCE SMM in the development of annual PtP training/refresher training requirements The following topics should be included within the training course design and delivery:
- The role and responsibilities of a Volunteer Peer Supporter Psychological First Aid
- The reporting and journaling responsibilities of a Volunteer Peer Supporter Liaison with the SMM Medical Unit (Medical Officer and Psychologist) including confidentiality and ethics
Defusing and debriefing theories and techniques, including structure, settings and chronologies
Coaching techniques focusing on short term Cognitive Behavioural Therapy, Narrative and Solution Focused paradigms
The differentiation of Volunteer Peer to Peer Support following potentially critical incidents; PtP Support following hospitalization; and PtP Support on a daily basis - Tasks and Responsibilities:
- Tasks and Responsibilities of the External Training Consultant
- To liaise with the OSCE SMM Medical Officer, Psychologist and Human Resources/Training Unit in order to determine training needs and learning outcomes
- To design and develop the entire course and associated training methods, taking into consideration the context of the OSCE SMM in Ukraine.
- To design and develop all training materials required, including hand-outs and presentations for the two training courses
- To liaise with the OSCE SMM Medical Officer, Psychologist and Human Resources/Training Unit during the evaluation process of the training
- To remain flexible enough for short-notice changes within the contract period
- Methodology
- The training should be delivered using interactive learning methods: practical exercises, facilitation, role play, case studies, etc. and participants should receive copies of the developed training materials, as well as all necessary and relevant hand-outs and constructive feedback.
Service levels and Performance The OSCE SMM will monitor the external training consultant’s performance during the contract and seek feedback from delegates regarding the training received.
Failure to provide training on the dates and to the locations agreed will be deemed a material breach of this contract.
Expected Outcomes
At the end of each course, participants will be expected to:
Understand the role and responsibilities of a Volunteer Peer to Peer Supporte
Be operationally competent to undertake the role of Volunteer Peer to Peer Supporter when and where required within the OSCE SMM area of operations
Achieve certification as a Volunteer Peer to Peer Supporter
Be able to conduct defusing and structured debriefing sessions with both groups and individuals following potentially traumatic incidents
Be able to conduct informal psychosocial defusing sessions with mission members on work and/or personal matters
Time Frame and Venue
The timeframe for delivery of the Peer to Peer courses is tentatively set for 10-14 October and 31 October-4 November 2016 Unless exceptional circumstances prevail, training will be delivered in Ukraine.
Necessary Qualifications:
The consultant(s) selected to deliver this training must have the following qualifications:
University degree of five years or longer in psychology or psychiatry
Demonstrated experience working with international organizations
Expert in Critical Incident Stress Management and/or Trauma Risk Management
Be operationally competent and experienced in delivering Volunteer Peer to Peer Support training in a mission setting
Professional fluency in the English language
Excellent facilitation and presentation skills
Deep theoretical knowledge and practical experience on the topics of training, learning and development
Proven ability to use interactive techniques and modern training approaches
Proven track record in the design and delivery of volunteer peer to peer support programs to standards commensurate with recognized international best practice
Remuneration Package:
Remuneration will be commensurate to educational background and years of relevant experience of the selected candidates, in line with the OSCE Staff Regulations and Staff Rules.
