Background:

An improved ‘Post Incident Procedure (incorporating Peer to Peer Volunteer Support) – Policy and Standard Operating Procedures’ has been designed to provide the Organization for Security and Co-operation in Europe (OSCE) Special Monitoring Mission to Ukraine (SMM) with a more robust management tool to facilitate a timely, effective, efficient and co-ordinated response to any serious spontaneous traumatic incident which involves mission members.

This Post Incident Procedure (PIP) has been specifically developed to address the needs and unique complexities of the entire SMM operating environment in Ukraine. It incorporates aspects of Post Incident Management (PIM), Trauma Risk Incident Management (TRIM), and Critical Incident Stress Management (CISM) and, therefore, represents an adaptable and flexible response.

The PIP has also been designed to complement and utilize current OSCE SMM Incident Reporting (INCREP) procedures for managing response to such incidents.

The OSCE SMM is seeking to appoint an operationally competent and experienced external training consultant who will design and deliver an interactive five (5) day bespoke Post Incident Management training course. This training will be delivered initially to two separate groups of ten (10) OSCE SMM participants.

The services required from the external training consultant are as follows:

  • Design a Post Incident Management (PIM) training course based upon relevant aspects of Post Incident Management and Trauma Risk Incident Management, which can be applied to existing SMM operational structures
  • Deliver the Post Incident Management training courses in Ukraine to selected OSCE SMM members
  • Provide bespoke Post Incident Management exercises and feedback in response to OSCE SMM organizational requirements
  • Support the OSCE SMM in the development of PIM training/refresher training requirements
  • The following topics should be included within the training course design and delivery:

  • The role and responsibilities of a Post Incident Manager and Deputy Post Incident Manager

  • How to establish a PIM Support Team

  • How to establish a PIM Suite including a description of what such a suite should contain

  • How to record relevant information within a PIM log

  • Understanding aspects of confidentiality and anonymity within the PIM process

  • The procedures for liaising with Patrol Hubs and Senior Management as per the OSCE SMM INCREP procedure

  • Considerations regarding which mission members are to be treated as Affected Mission Members (AMMs) (in conjunction with the Patrol Hub Leader/SMM Medical Unit/SMM Psychologist)

  • A description of the initial briefing process to AMMs following a critical incident (including the implementation of the PIP, the role of the PIM and also the role of Peer to Peer Volunteers)

  • Identification of proactive measures to ensure the physical and emotional wellbeing of AMMs (including medical Organization for Security and Co-operation in Europe examinations, access to telephones and refreshments).

  • How to hand over to a Peer to Peer Support Volunteer where and/or when appropriate

  • How to handle possible cataloguing processes (e.g. securing of evidence/exhibits)

  • How to facilitate the provision of an initial written account (INCREP)

  • Understanding press and media considerations (including press releases and the progress of any internal process, review, or enquiry)

  • Tasks and Responsibilities:

  • Tasks and Responsibilities of the External Training Consultant

  • To liaise with the OSCE SMM Post Incident Procedure Co-ordinator and Human Resources/Training Unit in order to determine course curriculum, training needs and learning outcomes

  • To design and develop the entire course and associated training methodology, taking into consideration the particular context of the OSCE SMM and the current situation in Ukraine

  • To design and develop all training and examination materials, including hand-outs and presentations for the two training courses

  • To liaise with the SMM Human Resources/Training Unit during the evaluation process of the training

  • To remain flexible enough for short-notice changes within the contract period

  • Methodology

  • The training should be delivered using interactive learning methods: practical exercises, facilitation, role play, case studies, etc. and participants should receive copies of the developed training materials, as well as all necessary and relevant hand-outs and constructive feedback. The training will culminate in both written and oral examinations to determine whether participants have achieved the required standard of learning.

  • Service levels and Performance

  • The OSCE SMM will monitor the external training consultant’s performance during the contract and seek feedback from delegates regarding the training received.

  • Failure to provide training on the dates and to the locations agreed will be deemed a material breach of this contract.

  • Expected Outcomes

  • At the end of each course, participants will be expected to:

  • Demonstrate and apply the role and responsibilities of a Post Incident Manager

  • Demonstrate and apply the role and responsibilities of a Deputy Post Incident Manager and PIM Support Team

  • Be able to establish and maintain a Post Incident Management Suite

  • Be operationally competent to undertake the role of Post Incident Manager when and where required within the OSCE SMM area of operations

  • Time Frame and Venue

  • The time frame for delivery of the Post Incident Management courses is set for 10-14 October and 31 October – 4 November 2016. Unless exceptional circumstances prevail, training will be delivered in Ukraine.

  • Necessary Qualifications:

  • The consultant(s) selected to deliver this training must have the following qualifications:

  • Expert in delivery of Post Incident Management training

  • Demonstrated experience in working with international organizations

  • Operationally competent in Post Incident Management and Trauma Risk Incident Management

  • Excellent knowledge of English language

  • Excellent facilitation and presentation skills

  • Deep theoretical knowledge and practical experience on the topics of training, learning and development

  • Proven ability to use interactive techniques and modern training approaches

  • Proven track record in the design and delivery of Post Incident Management programmes to standards commensurate with recognized international best practice

  • Remuneration Package:

  • Remuneration will be commensurate to educational background and years of relevant experience of the selected candidates, in line with the OSCE Staff Regulations and Staff Rules.
