Established in 1951, IOM is the leading inter-governmental organization in the field of migration
and works closely with governmental, intergovernmental and non-governmental partners. IOM
is dedicated to promoting humane and orderly migration for the benefit of all. It does so by
providing services and advice to governments and migrants.

Context:1. Nature of the consultancy:**

The objective of this consultancy is to improve consistency in the implementation of the IOM
tuberculosis management programme and to enhance alignment with international TB
standards and expectations of intergovernmental partners.

Target:
Under the direct supervision of the Director of the Migration Health Division (MHD) and in
coordination with the Senior Health Assessment Programme (HAP) Coordinator, the successful
candidate will be responsible for a comprehensive review of the IOM Tuberculosis (TB) services
in the context of IOM’s Health Assessment Programmes and will provide recommendations for
enhanced programmatic management of TB. In addition, s/he will provide advice to MHD senior
managers on aligning IOM’s TB activities with relevant international standards and policies. This
consultancy involves international travel.

The consultancy will consist of two phases: Phase I, which comprises site visits and write-up,
and Phase II, which involves a desk review, analysis and revision of TB management
standardization tools.

2. IOM Project to which the Consultancy is contributing: IOM Global Health Assessment Programmes

Core Functions / Responsibilities:
Phase I

  1. Collect and analyze information on the TB management practices from all IOM regions
    through on-site audits (tentative locations: Kenya, Ghana, Jordan, Malaysia, Moscow, Tanzania,
    Thailand and Vietnam), email and phone communications, and review country-specific Standard
    Operating Procedures (SOPs) on the following :
    i. Administration and documentation of DOT for active TB cases;
    ii. Various aspects of TB diagnosis, including diagnosis of latent TB infection (LTBI);
    iii. Various aspects of TB treatment, including innovative treatment modalities, such as video
    DOT and treatment of LTBI;
    iv. Contact tracing;
    v. Recording and reporting;
    vi. Infection control;
    vii. Quality-assured drug supply;
    viii. Counselling and health education.
  2. Evaluate compliance with IOM’s global SOPs on TB management, as well as with
    international standards of TB management, identify gaps and best practices, and write reports
    with recommendations for each location that was audited on-site or remotely.
  3. Review TB data collection tools; advise IOM’s Migration Health Informatics team on
    modifications of the TB Workup and Treatment Module of the Migrant Management Operation
    Systems Application (MiMOSA). Suggest additional or alternative data collection tools, if
    necessary.
  4. Review other TB projects associated with, but not directly implemented though, HAPs in the
    audited locations, if applicable; provide recommendations for the streamlining, further
    development and replication of such projects.
  5. Advise the MHD Director on strategies of TB programmatic management and identify areas
    that require further alignment with international standards.

Phase II

  1. Review and revise TB management standardization tools, including IOM’s Global SOP
    Guidelines for TB Management and the Quality Assurance Programme (QAP) checklist; develop
    additional QA tools if necessary.

Tangible and measurable output of the work assignment

Phase I: Site visits to and evaluation of six HAP operations, followed by delivery of site-specific
reports with recommendations.
Phase II: Revised Global SOPs on TB Management and QAP checklist

Realistic delivery dates and details as to how the work must be delivered

The estimated start date for this consultancy is July 2016.

Phase I

The consultancy may be broken down into several periods, with a limited number of HAP site
visits per period. The length of each period and the number of locations are to be agreed upon
by MHD HQ and the consultant.
The HAP sites, timing and duration of the audits will be identified in coordination with MHD HQ
and relevant field colleagues. Prior to the site visits, the consultant will have briefings with the
Regional HAP Coordinators.
All reports will be delivered electronically by email within 5-10 working days after the field visit,
depending on the number of audited HAP sites in each visit. The consultant will be expected to
be in regular electronic communication with the Director of MHD and the Senior HAP
Coordinator, with face-to-face meetings as needed.

Phase II
The consultant will be working from home. The duration of this phase will not exceed one
month.

Required Qualifications and Experience:

Education:
• University degree in Medicine from an accredited academic institution

Experience:

  • At least 10 years of experience related to TB management, of which at least 5 years are programmatic management; proven knowledge of international standards of TB management;
  • Participation in the development and formulation of TB management standards and TB-related policies at a national or international level;
  • Experience in liaising with governmental, non-governmental and international organizations working in the domain of TB is an advantage;
  • Experience in TB research and publications in peer-reviewed journals is an advantage.
