Established in 1951, IOM is the leading governmental organization in the field of migration and works closely with governmental, intergovernmental and governmental partners. Context:

Under the direct supervision of the Chief of Mission in the Central African Republic and in coordination with relevant units at Headquarters (HQs) and Regional Office (RO) Dakar the successful candidate will be responsible and accountable for the overall support and implementation of the project activities.

Core Functions / Responsibilities:

  1. Oversee the management including staffing for and financial management, of the Emergency response projects.

  2. Supervise and conduct the overall development and implementation of the project modalities: draft project documents and budgets; develop strategic planning on all technical matters concerning the projects; maintain project oversight throughout the lifecycle of projects by developing and implementing work plans and activities schedules.

  3. Act as overall focal point for IOMs emergency and return assistance, including (but not limited to) the CCCM/NFI/Shelter cluster, the durable solutions working group and the Bangui return task force.

  4. Develop and strengthen IOMs relationships with all relevant humanitarian and NGO partners and stakeholders engaged in the return discussions.

  5. Represent IOM in the CCCM/NFI/Shelter cluster as lead.

  6. Play a constructive coordination role in IOMs emergency response, with oversight of all relevant staff and with regular and clear articulation of objectives and responsibilities, as necessary.

  7. Develop a - and procurement plan to ensure effective project implementation in line with the deliverables in a timely manner taking into account the specific challenges of delivering in a high risk context.

  8. Manage and provide guidance and assistance to staff under his/ her supervision. Ensure that staff members carry out their duties in accordance with their job descriptions. Monitor professional development of staff and recommend training as required.

  9. Develop a clear and consistent monitoring tool for all activities implemented throughout the country. Regularly conduct field monitoring visits and present lessons learnt in form of sharable recommendations also to cluster partners.

  10. Ensure project budget control. Maintain and secure necessary resources to match overall project implementation requirements. Monitor project expenditure trends and adjust and adapt resources to meet project requirements. Ensure visibility and produce reporting as required by project documents/donors requirements.

  11. Coordinate the financial monitoring of contracts in close collaboration with the financial unit of IOM CAR.

  12. Provide the CoM with appropriate advice and technical assistance in the formulation of the overall planning for the priorities and activities in this area; assume representational functions as may be assigned by the CoM.

  13. Contribute to the diversification of the IOM portfolio through active contribution to project development.

  14. Ensure and develop adequate response capability plans to operational demands of projects. Supervise and oversee NFIs distribution with clearly established recipient lists.

  15. Ensure NFI distribution and shelter kits are in accordance with the cluster established rules. Provide active contributions to the cluster in this regard.

  16. Compile all required projects reports, routine and exceptional, and donor required reports.

  17. Ensure that project milestones are met and effective reporting, monitoring and strong internal control mechanisms are in place.

  18. Initiate and maintain close collaboration with the relevant stakeholders, in particular the Government, to further the development and enhancement the objectives of the project and seek programmatic partnerships and synergies when appropriate with other international partners and government entities.

  19. Ensure budget utilization in accordance with IOs and donors rules and regulations and propose corrective measures in coordination with the relevant units at the mission and the RO.

  20. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Masters degree in Political or Social Science, Business Administration, International Relations or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience.

Experience

• Experience in institutional strengthening, capacity building related activities in a developing country and conflict context;

• Demonstrated capacity in project management and budget monitoring, including grants administration;

• Sound knowledge of the Central African context.

Languages

Fluency in English and French is required.

Other:

Internationally recruited professional staff are required to be mobile.
