Context:
Established in 1951, the International Organization for Migration (IOM) is the leading international organization in the field of migration. IOM is committed to using the best modalities and mechanisms available to ensure e#ective and dignified assistance to people in need. As a signatory to the Grand Bargain commitments and recognizing the flexibility, e#ciency and effectiveness of using cash-based interventions, IOM commits to institutionalizing and increasing the use of Cashed-Based Interventions (CBIs) as a modality of assistance across its humanitarian activities. IOM views CBI as a modality for project delivery where cash assistance (in one form or another) is provided to people in need of support (individuals, households or communities) to directly purchase and access goods or services.
IOM today has a varied CBI portfolio, reaching close to half a million people in more than 18 countries under its humanitarian responses and looking forward to continuously increase the use of CBIs. A key step towards this goal is the reinforcement of IOM’s institutional and operational capacity both at headquarters and field levels, hence the need to recruit a dedicated Resource management officer.
Under the overall supervision of the Director, Department of Resources Management (DRM) and the direct supervision of the Senior Resources Management Officer (SRMO), Department of Resources Management Emergency Support Unit (DRM ESU), the successful candidate will support the CBI in Shelter and Settlement Unit in DOE on resource management aspects
related to design, implementation and reporting of CBIs in IOM at institutional and operational level. Furthermore, in close coordination with relevant divisions in Department of Operations and Emergencies (DOE) and DRM, s/he will provide operational policy and procedural guidance to regional offices and country missions that are required to efficiently implement CBIs in in accordance with IOM rules, regulations and standard procedures.
Core Functions / Responsibilities:
Support the development and dissemination of policies, operational guidance, instructions, tools and analytical frameworks aimed at ensuring the technical integrity of cash-based programmes in accordance with IOM’s regulations, rules, policies and procedures.
Liaise with relevant internal functional units in Headquarters (HQs), as well as banking, donor and government counterparts and other stakeholders as required in the performance of specified functions.
Review and provide technical inputs to CBI proposals and reports, mainly on resource management-related aspects.
Assist Country Offices (COs) in negotiating and finalizing partner and service provider agreements for the management and delivery of CBIs to beneficiaries e.g. banks and telecommunication companies, etc., in coordination with relevant units in HQs and Administrative Centres, as applicable.
Assist COs implementing large CBI programs to build capacity and ensure compliance with policies, rules and regulations.
Support the CBI team to facilitate knowledge sharing activities, through development of relevant presentations and training materials and conducting workshops / trainings towards institutionalization of IOM CBI standard operating procedures (SOPs).
Perform financial risk analysis of operations with an objective to identify and address organizational risk exposure, collection and dissemination of lessons learned.
Periodically review the appropriateness of CBI interventions through providing regular oversight over performance, cost efficiencies and identificating areas requiring improvement and enhancement.
In coordination with the CBI team, participate in and represent IOM at technical working groups, networks and meetings related to CBI.
Support reporting and monitoring of earmarked funds for cash-based programming to deliver more efficient and effective response. Provide timely input on Department for International Development (DFID) business case indicators following the project documentation and donor requirements.

Required Qualifications and Experience:
Education
• Master’s degree in Finance, Accounting, Business Administration or a related field from an accredited academic institution with five years of relevant professional experience; or
• University degree in the above fields with seven years of relevant professional experience.
• Professional certification as chartered accountant (CA) or certified public accountant (CPA), Chartered Institute of Management Accountants (CIMA) or Association of Chartered Certified Accountants (ACCA) will be a distinct advantage.
Experience
• Management experience accompanied by background in finance, accounting and budgeting;
• Previous experience working with Cash Based Transfer intervention in the humanitarian sector is desirable;
• Experience in implementation of Cash Based Transfer in emergency operations is an advantage;
• Experience in contributing to the development of financial risk management policies and procedures on embedding value for money through advice on financial assessment, reporting and accounting;
• Demonstrated experience in technical development, field support, and training/capacity building related to CBI;
• Knowledge of IPSAS, IOM financial management and accounting systems, software and procedures (SAP highly desirable);
• Experience in working with financial services providers (for example banks, micro financing institutes or mobile telecommunication companies) on delivery of services to clients or beneficiaries;
• Experience in undertaking risk assessments of financial services providers and provision of guidance on risk mitigating factors;
• Knowledge of financial oversight;
• High level of computer literacy, in particular experience in computerized accounting systems and software;
• Previous experience in international networking, preferably related to CBI (incl. external partnerships, high level meetings and networks).
Languages
IOM’s official languages are English, French and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of French and/or Spanish is an advantage.
