Duty Station : Sana'a, Yemen

Classification : Professional Staff, Grade P3

Type of Appointment : Special short-term graded, Six months with possibility of extension

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading

non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Working under the overall supervision of the Deputy Chief of Mission and the direct supervision of the Senior Programmes Coordinator (Protection), the successful candidate will be responsible for the successful implementation and overall management of the portfolio of Migrant Assistance programmes and projects of IOM in Yemen.

Core Functions / Responsibilities:

  1. Ensure the implementation of the IOM Migrant Assistance programme in the country, including the preparation and submission of project proposals and budgets and ensuring that budget, time and quality requirements and specification are met.

  2. Contribute to resource mobilization efforts for the programme

  3. Identify new project opportunities and describe and justify project possibilities consistent with approved programmes and ongoing activities.

  4. Identify, train and supervise technically and administratively the whole of the Migrant Assistance team, in accordance with the Organization’s procedures and regulations. Ensure that adequate and relevant capacity building are provided to the members of the team.

  5. Ensure that the Migrant Assistance projects are implemented utilizing a sound Monitoring, Evaluation and Learning framework for continuous improvement of systems and processes.

  6. Actively liaise with the Refugees and Mixed Migration Sector, other agencies, government authorities / entities and any other relevant stakeholder to ensure that IOM Migrant Assistance activities are coordinated to avoid duplication, violation of national regulations or contravention of operational agreements set by the humanitarian community at the country level.

  7. Oversee all procurement efforts for supplies and services in relation to the Migrant Assistance programme, ensuring the implementation of transparent processes in line with IOM and donor’s regulations. Assist with providing the necessary resources to effectively monitor all contractual agreements with service providers and / or implementing parties.

  8. Ensure cross-cutting issues are integrated in the Migrant Assistance programming such as Gender-based Violence (GBV), Accountability to Affected Populations (AAP) and other protection related mainstreaming.

  9. Perform other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in International Law, Development Studies, Human Rights, Political Science, International Relations, Social Studies, Protection or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience.

Experience

• Demonstrated experience in managing Protection related programmes, at a managerial professional level in emergency and conflict environment;

• Protection technical and managerial experience to guide and lead the Protection project teams;

• Demonstrated experience in managing and mentoring staff;

• Excellent Monitoring and Evaluation Skills; Managerial Skills; Organizational Skills; Accuracy; Ability to work with minimal supervision;

• Delivers on set objectives in hardship situations;

• Effectively coordinates actions with other implementing partners;

• Works effectively with Donors, local authorities, stakeholders, beneficiaries, and the broader community to advance country office or regional objectives.

Languages

Fluency in English is required. Working knowledge of Arabic, French and/or Spanish is an advantage.

Other:

Internationally recruited professional staff are required to be mobile.
