Context:
Following escalation of violence in Rakhine State, Myanmar, on the 25 August 2017, more than half a million Rohingya have fled across the border into Bangladesh, resulting in a severe humanitarian crisis. IOM, in support of the Government of Bangladesh, has been mandated to support coordination of humanitarian activities in Cox’s Bazar.
The Inter-Sector Coordination Group (ISCG) Secretariat supports this function for the Rohingya refugee response, providing coordination and information management services to operational agencies responding to the refugee crisis. The ISCG Secretariat is an inter-agency team, staffed with contributions from IOM, UNHCR, as well as other agencies.
Under the overall supervision of the Senior Coordinator for the Rohingya refugee crisis response, and the direct supervision of the Deputy Senior Coordinator (ISCG Secretariat Manager), the successful candidate will be required to lead the Field Coordination Unit in support of the ISCG Secretariat core functions:
• Foster common situational awareness and understanding: Contribute to information-sharing, assessments and analysis on the combined inter-sectoral response to facilitate common situational awareness and understanding among key stakeholders.
• Foster a common approach to the humanitarian response strategy: Support stakeholders to build a common approach and strategy for humanitarian preparedness and response across all
sectors, including through contributing to consolidated appeals and planning, and promoting the mainstreaming of protection and advocacy on key humanitarian issues.
• Facilitate implementation and monitoring: Enable inter-sector coordination to identify critical gaps and facilitate Sector contributions towards a holistic response. Ensure the most efficient use of resources. Assist in identifying and addressing access issues or other operational obstacles.
• Facilitate broader cooperation and linkages: Promote a coherent response through facilitating linkages between sectors as well as with Government counterparts, civil society, donors, refugee and host communities. Connect with development actions as appropriate and relevant to the response.
The successful candidate will be based in the ISCG Secretariat Office located in Cox’s Bazar.
Core Functions / Responsibilities:
Joint Response Plan programme cycle
• Support the joint response plan programme cycle in collaboration with all other units, including development of JRPs (needs analysis, strategic planning), periodic monitoring reports, and final reports; and
• Support systematic and clear identification and follow up of gaps in the response through the development and tracking of a robust JRP monitoring plan in close coordination with the IM unit, including tracking progress to support strategic decision making.
• Support the development of appeals as required, such as CERF, Flash appeals, in case of sudden emergencies, in coordination with other units as required.
Government support and linkages
• Support Government liaison – maintain and strengthen linkages with local authorities and stakeholders especially at Upazila level (in collaboration with Cox’s Bazar Government Liaison function): CiCs (RRRC), UNOs (DC), AFD, including orientations and briefings as required and facilitate coordination with partners operating in camps and host communities.
• Support coordination of capacity support from agencies to DC and UNO offices and support to capacity assessments to ensure sustainable support to the government and transition from emergency to more development orientated approaches (including sustainable support to the coordination cells at UNO level).
Operational field coordination: regular response operations and natural disaster preparedness and response
• Upazila level coordination including organizing and co-chairing (with UNO) relevant Upazila level coordination meetings in Ukhiya and Teknaf, development of monthly updates / field reports and coordination with operational partners.
• Civil-Military coordination (AFD) including organizing and co-chairing (with military) relevant, regular military coordination meetings
• Strengthening of Camp level inter-sector coordination through Camp-level Sector Focal Points
• Maintain humanitarian access tracking database and produce regular access analysis, and assist in identifying and addressing access issues or other operational blocks, in close collaboration with Government Liaison
• Coordinate inter-sectoral operational issues as required (including, for example but not limited to, refugee volunteer incentive rates, targeting strategies etc) and field support for inter-sector assessments (such as MSNA, land assessments, rental assessments).
• Facilitate mainstreaming and integration of cross-cutting issues, in close collaboration with and in support of the thematic advisers and other experts where relevant, including but not limited to:
Protection and gender mainstreaming (with GenCap Adviser – GiHA; PSEA Coordinator)
Accountability to Affected Populations
Host community support / development nexus / social cohesion (with Host Community/Social
Cohesion Adviser)
Localisation, including capacity building for local authorities and civil society
Cash and markets (with Cash and Markets Working Group Coordinator)
• Support natural disaster emergency preparedness and contingency planning for target populations, including timely updates of existing contingency and preparedness plans for cyclone and monsoon, SIMEX, etc.; tracking progress of preparedness activities, identification and follow up of gaps in preparedness
• Support weather-related incident and emergency response coordination as required, including coordination with HCTT Dhaka and liaison with Upazila and District officials on emergency response.
• Guidance and support to Sector coordination teams and operational partners as required; enabling two-way information flow, including briefings as required; keep abreast of developments, strengths and weaknesses in the Sectors; support identification, capturing and sharing of best practices and lessons learned
• Maintain and update regular meeting calendars for all coordination meetings (including Sector and Working Group) and Camp/Sector focal points contact lists
• Ukhiya coordination hub management (common service for responding agencies)
• Proactively identify protection, assistance, and other advocacy issues and raise to Senior and Deputy Senior Coordinator and/or relevant stakeholders; support subsequent advocacy efforts as required, including the development of an advocacy strategy as/if required.
• Support for ISCG Secretariat meetings, events, and priorities in collaboration with other units and advisers as relevant, and follow-up as required, including logistics, secretariat support and report development.
Team/Unit Management
• Ensure leadership and day to day management of the Field Coordination unit and provide work direction and/or mentor and supervise the work of the team.
• Develop strategic approaches to ensure coherent internal communication and coordination within the overall ISCG Secretariat.
• Manage the development of workplan, leave plan and monitoring of related performances, and oversee unit recruitments.
• Contribute to preparation of donor reports as necessary.

Required Qualifications and Experience:
Education
• Master’s degree in Social Sciences, Economics, International Relations, Political Science, Physical Sciences, Engineering or a related field from an accredited academic institution with five years of relevant professional experience; or
• University degree in the above fields with seven years of relevant professional experience.
Experience
• Minimum 5 years of progressively responsible professional experience in experience in the field of humanitarian/recovery affairs, knowledge on global policies and guidelines related to humanitarian/recovery affairs and humanitarian reform;
• Ability to write and speak clearly and concisely in English, with Bengali/Chittagonian or
Rohingya language a strong advantage;
• Strong computer skills. Proven high-level representation skills, such as speaking at meetings
and providing situational analysis. Proven capacity to work effectively in small teams;
• Experience working in implementation and delivery of humanitarian/recovery projects at the field level is a must;
• Experience working in complex settings that requires sound judgment, and operational flexibility;
• Previous experience in a similar capacity with humanitarian agencies, in particular the UN, preferred.
Languages
Fluency in English is required. Working knowledge of a Local Language, French and/or Spanish is an advantage.
