Position Title : Programme Coordinator (Sustainable Livelihoods)

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading
UN agency in the field of migration, works closely with governmental, intergovernmental and
non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
Context:
Under the overall supervision of the Chief of Mission (CoM) for IOM Iraq and the direct supervision of the Head of the Return and Recovery Unit (RRU), the successful candidate will be responsible for the technical oversight and the livelihoods and job creation pillar of IOM’s programmes supporting Internally Displaced Persons (IDPs) return and community recovery / reconstruction. S/he will work in close coordination with other thematic specialists, field staff, partner agencies and government in overseeing the different projects within the return and recovery portfolio.
The livelihoods and job creation portfolio consist of:
• Short-term income generating activities such as cash for work;
• Facilitation of training including vocational training, on-the-job training, technical training, etc.;
• Support for business startup of micro-enterprises;
• Assistance to reconstruction / rehabilitation of existing businesses or businesses suffering damage as a result of the conflict;
• Innovation; and Partnerships.
Core Functions / Responsibilities:
- Develop and implement a specific strategic approach for supporting the livelihoods and job creation activities related to IDPs return and community recovery / reconstruction, consistent with IOM’s global best practices, the mission strategy and return and recovery portfolio.
Work as part of a multi-disciplinary team on the development and implementation of a strategy to maximize IOM assistance in the specific areas of sustainable livelihoods, in the context of other durable solutions for internally displaced populations, refugees and returnees.
Revise and develop new standard operating procedures (SOPs) and tools to support efficient and effective project development, implementation and monitoring and evaluation.
Ensure IOM RRU programmes apply international best practice in sustainable livelihoods capital in IOM approaches.
Provide technical livelihoods guidance to IOM field operations across Iraq in line with IOM methodologies.
Liaise with project partners, UN agencies, government officials, other programme stakeholders, and relevant counterparts. Represent IOM in the emergency livelihoods cluster as required.
Conduct regular field monitoring visits and evaluations of project activities, including impact evaluations. Facilitate reviews conducted by consultants. Ensure lessons learned and good practices are documented and shared with other team members.
Work closely with team members, identify trends in the data that can inform the prioritization of organizational resources and inform future policy.
Assist in identifying and monitoring external expertise required for assessments, project reviews, strategic planning and evaluations.
Coordinate and facilitate assessments, planning, budgeting, coordination, implementation, and monitoring and evaluation relevant to the thematic area.
Assist in ensuring compliance with IOM and donor requirements including guidelines, rules, and regulations, such as the field procurement manual.
Assist the Programme Manager, Project Managers and Project Development Unit in preparing narrative reports and project proposals as required by the donor and IOM.
Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Economics, Business Administration, Finance, Development Studies, International Relations, Private Sector Development, Rural Development or a related field from an accredited academic institution with five years of relevant professional experience; or
• University degree in the above fields with seven years of relevant professional experience.
Experience
• Experience (including field experience) in implementing development, community stabilization, and/or livelihood interventions projects in post-conflict settings;
• Experience in interventions aimed at enhancing socio-economic conditions of vulnerable populations, such as micro-finance, private sector development, local economic recovery, employment promotion, agricultural development, entrepreneurship building, vocational and technical education, and training or poverty reduction;
• Experience or understanding of development finance, public-private partnerships in developing countries, public sector financing mechanisms of the private sector, etc., is highly advantageous;
• Experience in liaising with government authorities, other national/international institutions and NGOs, and building effective partnerships with private sector;
• Proven ability to supervise, train, and direct staff and manage large operations in transitional contexts;
• Previous working experience in the Middle East and Northern Africa region is highly advantageous.
Languages
Fluency in English is required.
Working knowledge of Arabic and/or Kurdish is an advantage.
