Established in 1951, IOM is a Related Organization of the United Nations, and as the leading

UN agency in the field of migration, works closely with governmental, intergovernmental and

non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Violence in Rakhine State, Myanmar, which began on 25 August 2017 has driven an estimated

671,000 Rohingya across the border into Cox’s Bazar, Bangladesh. The large influx of Rohingya’s is placing significant stress on the natural resource base in and around the refugee settlements, with far-reaching impacts on biodiversity, agro-forestry, water sources and air quality. Compounded by climate change, these impacts are now substantially altering the risk landscape and threatening lives and livelihoods of both refugees and host communities. Further, impacts on economic activity and social cohesion are widely felt as competition between refugees and host communities over increasingly diminished resources, including water, land, forests, as well as services and jobs, intensify.

While the initial stage of the response effort has focused on delivering life-saving support, the recent displacements have occurred on top of earlier arrivals and communities already hosting Rohingya’s, with impacts on host communities exacerbated by pre-existing conditions of structural poverty and livelihood pressures. The scale of recent displacements has also caused substantive negative impacts to the environment and caused new disruptions to longer-term, local coping strategies which will require more robust, and longer-term interventions going forward. Required initiatives will include measures that reduce pressures on the environment, mitigate disaster risks and address deepening social and economic vulnerabilities and inequities, stressing host community and host government needs. Such measures are

particularly urgent during the ongoing cyclone and monsoon season, which risks causing landslides and flooding, unless urgent action is taken now to reduce risks and strengthen resilience.

Under the overall guidance of the Chief of Mission (CoM) in Dhaka, and the direct supervision of the Deputy Chief of Mission (DCoM) in Cox’s Bazar, and in close coordination with the Emergency Coordinator and relevant IOM sector managers, the successful candidate will be responsible for the design, planning, management, monitoring and evaluation of the Mission’s transition and recovery programming. S/he will be responsible for effective coordination with senior government officials at multiple levels, and represent IOM at senior levels on issues related to development, transition and recovery in the Area of Responsibility (AoR), which includes Cox’s Bazar and greater Chittagong Division, Bangladesh.

The successful candidate will play a key role in developing collaborative relationships with local government interlocutors and civil-society. As part of scaling up its overall capacity to respond to the crisis, IOM Cox’s Bazar is recruiting a Transition and Recovery Coordinator to lead the Organization’s work on environmental protection, resilience-building, livelihoods and social cohesion. S/he will also be responsible for overseeing all mainstream migration programme and other development projects within the Area of Responsibility (AoR) including the Digital Island project, as private-public-partnership between the Korean Telecom (KT), the Korean International Development Agency (KOICA) and IOM.

As affected communities begin a transition out of the crisis, the work of the successful candidate will increasingly align behind the national development priorities of the Government of Bangladesh reflecting IOM’s institutional commitment in implementation of the 2030 Agenda for Sustainable Development.

Core Functions / Responsibilities:

  1. Maintain regular contact and liaison with local authorities and central government in support to all IOM’s programme operations in Cox’s Bazar and Greater Chittagong Division.

  2. Responsible and accountable for project development, management and implementation of transition and recovery programmes and projects funded by multiple donors including private sectors, in line with the Organization’s policies, standards and operating modalities, as well as donor requirements.

  3. In collaboration with the Resource Management Unit (RMU), exercise financial management responsibility for projects and activities, ensuring close monitoring of programme expenditures and commitments and ensuring against overruns at all times.

  4. In close coordination with the Emergency Coordinator, provide strong leadership to context analysis and strategic planning efforts in support of mid- to long-term programming objectives.

  5. In close coordination with the Programme Support Unit (PSU), assess programmatic opportunities and support project development efforts, including on livelihoods initiatives, host community engagement and social cohesion, natural resource management, environmental awareness-raising and community-based disaster risk management.

  6. Represent IOM in high-level government coordination meetings at the national, district and sub-district levels on issues related to transition and recovery; participate in other relevant inter-agency and governmental coordination mechanisms and meetings to ensure harmonization of approaches and strategies as they relate to the ongoing crisis response.

  7. Oversee IOM’s participation and contribution to interagency initiatives on access to clean and sustainable energy, including support to cooking fuel alternatives – particularly liquefied petroleum gas (LPG) – to reduce impacts on forests, health and livelihoods; represent IOM in the Energy and Environment Technical Working Group.

  8. Recruit and manage experts and consultant organizations to undertake socio-economic and livelihood studies, social cohesion analyses, environmental impact assessments and market research; represent IOM in the Host Community Working Group and lead discussions with local authorities on host community engagement on behalf of the Working Group.

  9. In close coordination with the DCoM and Programme Support Unit (PSU), assist donor outreach and engagement, including working with IOM’s sector teams and partners on upcoming funding opportunities relevant to the thematic area.

  10. Identify, evaluate and, as appropriate, establish operational partnerships with UN agencies, INGOs, government institutions and civil-society in support of IOM’s programmatic objectives.

  11. Plan and oversee community outreach and engagement efforts, ensuring adherence with principles of conflict sensitivity and accountability to affected populations across all programme activities; establish and maintain community feedback mechanisms.

  12. Undertake regular on-site monitoring and field travel to assess programme performance; identify and follow up on measures to remedy problems in implementation; design, plan and carry out, or sub-contract, programme impact evaluations, as necessary, and in line with donor requirements.

  13. Lead the integration of disaster risk reduction, environmental and climate change issues relevant to IOM’s mandate and programming in the UN Development Assistance Framework (UNDAF) for Bangladesh.

  14. Increase IOM private sector engagement and ensure continuous advocacy on private-public-partnership in the AoR.

  15. Stay abreast on emerging issues, priorities and programmatic initiatives on DRR, environment, livelihood and resilience in the national and international context, and provide updates and expert advise the CoM/DCoM as requested.

  16. Coordinate closely with the Transition and Recovery Division in IOM HQ; provide data and information in support of IOM’s institutional reporting against its global DRR commitments, and the UN Plan of Action on DRR for Resilience.

  17. Provide recommendations for improving IOM’s Mission capacity in the areas of DRR, environment, energy, livelihoods and resilience.

  18. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Disaster Risk Management, Development Studies, Human Geography, Agricultural Science, Political Science or a related field from an accredited academic institution with seven years of relevant professional experience; or

• University degree in the above fields with nine years of relevant professional experience.

Experience

• Prior experience in programme formulation, management, implementation and evaluation of DRR, environment or other resilience-building programming in crisis and/or post-crisis settings, for example in the areas of energy services, natural resource management, disaster

preparedness, environmental impact assessment, stabilization, infrastructure development, livelihoods diversification, early warning and disaster risk assessment;

• Previous experience managing a minimum of 50 project staff required;

• Experience at an international level with specialized international agencies (United Nations Agencies, International Organizations, and International Non-Government Organizations) preferred;

• Experience working with national and local governmental authorities and donors, as well as with both local and international partner institutions and civil-society organizations; knowledge and experience with Bangladesh local structures preferred;

• Strong strategic analysis capacity, writing skills and organizational and planning skills;

• Prior experience in implementing conflict sensitive approaches in programming, including undertaking analyses and monitoring, is desirable;

• Computer literacy, especially database tools;

• Ability to work effectively and harmoniously in a team of colleagues of varied cultural and professional backgrounds;

• Proven ability to produce quality work accurately and concisely according to set deadlines;

• Practical experience of how to multi-task, prioritize and work independently.

Languages

Fluency in English is required. Working knowledge of Bengali is an advantage.

Internationally recruited professional staff are required to be mobile.
