Context:
Irregular migration along the Central Mediterranean route is increasingly dangerous for migrants. Crossing the Mediterranean to Italy is by far the deadliest route, with 1 death recorded for 35 arrivals (IOM, 2016). In addition, over 70% of the migrants interviewed by IOM on their arrival in Italy report that they were victims of trafficking or other exploitative practices during their migratory journey along the routes of the Central Mediterranean.
To meet these challenges, the European Union (EU) and the International Organization for Migration (IOM) have developed the Joint Initiative for Migrant Protection and Reintegration in Africa (hereinafter “Joint Initiative”). Implemented in 14 countries (Burkina Faso, Cameroon, Chad, Côte d'Ivoire, Ghana, Guinea, Guinea Bissau, Libya, Mali, Mauritania, Niger, Nigeria, Senegal and The Gambia) through 14 specific actions, it aims to protect the security, dignity and rights of migrants along this important and dangerous migration route and to help in improving the reintegration of returnees through an innovative approach. This will be achieved through different types of interventions including protection and assistance to vulnerable and stranded migrants, assistance for voluntary return, and support for sustainable reintegration in the communities of origin, the dissemination of accurate information on migration to migrants, potential migrants and communities, and the collection of data on migration flows. The Initiative will aim to strengthen the technical and material capacities of authorities and organizations involved in these areas so that they can ultimately take over the policies and programmes related to the protection and reintegration of migrants developed and/or strengthened in the region, with a view to improving the governance of migration in the region.
Under the direct supervision of the Chief of Mission (CoM) and in coordination with the Programme Managers, the successful candidate will be responsible for the implementation of internal and external communication and media related activities required for all the IOM Niger projects. Moreover she/he will undertake necessary action to plan, organize and contribute to the development of public events, media campaigns and act as a liaison focal point between local/international journalists and relevant IOM units.
In support to relevant Project Managers s/he will also be responsible of monitoring and following up on compliance with donor specific requirements in terms of communication and visibility.
Core Functions / Responsibilities:
Coordinate with and monitor the work of implementing partners to produce analytical materials of migration patterns in Niger.
Represent IOM in the information management thematic group and participate in other related theme groups as requested by the Chief of Mission.
Actively participate in liaison activities with donors and national partners, and ensure proper follow up.
Coordinate all press releases, brochures, newsletters and other communications materials including public events related to the project.
Draft correspondence with field missions and Headquarters (HQs) on matters related to the use of contributions and contractual obligations for the project.
Carry out preliminary editorial review of reports for submission to counterparts, ensuring adherence to project proposal, signed agreement and institutional reporting requirements of IOM and the donor.
Conduct research and assessment work, particularly in view of strategic, programmatic and project-specific funding opportunities and inform Chief of Mission accordingly.
Undertake duty travel related to programme assessment, liaison with counterparts, coordination, implementation and new programme developments as requested.
Monitor, evaluate, anticipate and respond proactively where it is deemed necessary, to all relevant news, information and forum discussion, concerning the activities of IOM Niger.
Update IOM Niger’s public website, Facebook and Twitter accounts and act as Webmaster; analyse streaming of IOM Niger web viewers’ trends by making best use of available search mechanisms, such as Google’s Analytics.
Inform relevant project manager of specific donor visibility requirements and develop standardized communication templates and tools for the mission.
Prepare press briefing kits, project snapshots and other written materials in a timely manner and facilitate consistent visibility of IOM Niger and relevant donors in coordination with Project Managers.
Assist with the provision of information and updates of news agencies to keep them regularly informed on IOM Niger activities so as to ensure appropriate media coverage; Assist in organizing press briefings and conferences as necessary.
Engage with programme officers for successful publication of project materials (brochures, reports, fact sheets, profiles, posters, briefing papers, photo essays).
Liaise, encourage and coordinate interagency collaboration and operational partnership in the sub-offices’ areas of work.
Facilitate the integration of cross-cutting issues such as gender and ensure that women, children and other vulnerable groups in the project are considered in all communication and media products.
Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Social Science, International Relations, Media and Communication or a related field from an accredited academic institution with two years of relevant professional experience; or
• University degree in the above fields with four years of relevant professional experience.
Experience
• Experience in developing media and communication strategies, tools and products for development.
• Experience in liaising with national and international media outlets, and sound experience of web traffic generation in social media.
• Familiarity with the region is an asset.
Languages
Fluency in English and French is required.
