Context:
Director Information and Communications Technology (ICT), administrative supervision of the Director of Manila (Global) Administrative Centre (MAC) and in close coordination with Headquarters (HQ), MAC, Panama Administrative Centre (PAC), Regional Offices and Field Missions, the successful candidate will be responsible and accountable for managing the global ICT operations, providing technical and project management leadership to conceptualize and implement initiatives in areas such as global IT infrastructure management, global ICT project management support, global user support services, information management services and disaster recovery management, in line with the overall ICT strategies and technology roadmap.
Core Functions / Responsibilities:
Manage the global ICT Operations teams to ensure ICT deliver services with excellence, and continuously seek to improve services and user experience.
Organize operations, management and support of implemented systems and ensure their smooth running, enhanced security and data integrity.
Support the CIO/Director ICT to translate the ICT strategy into efficient project implementation and ICT service delivery.
Oversee large-scale ICT project implementation and change-management processes associated with the introduction of global scale systems and establishing approved interfaces with Partner Organizations.
Perform a broad range of complex technical or professional work activities, in a variety of contexts including the resolution of complex ICT problems.
Ensure that the tools, processes and applications are in place and can perform optimally in delivering service that enhances performance of business applications and services.
Operate as a senior manager within ICT Division, to contribute to the ICT organization and its evolution in collaboration with other ICT services.
Build and then maintain very strong relationships across the entire organization by ensuring that communication channels are open and honest to encourage and foster transparency.
Proactively seeks feedback and reviews of ICT service quality, performance and be quick to respond to ICT issues that are impacting the overall performance of the organization.
Ensure that the Global ICT operations in all IOM offices is well coordinated and operates as single harmonious team with consistency of processes, performance and measurements of success and quality on a 24/7 basis.
Ensure that IOM has a very effective, 24/7 support services in all critical ICT areas, consistent and reliable ICT operating environment and that any issues, problems or requests are managed efficiently and expediently within established service level agreement.
Ensure that the team innovates within the ICT Services and Support landscape. Continually seek opportunities to improve the overall IOM user experience and leverage the investment in technology.
Keep up to date on evolving technology by participating in seminars/forums or reading relevant documents on new technology and analysing their impact on s activities; ensure that ICT operations staff similarly follows technological advances

Required Qualifications and Experience
Education
- Master’s degree in Computer Science, Information Systems, Mathematics, Statistics, Electrical Engineering or a related field from an accredited academic institution with ten years of relevant professional experience; or
- University degree in the above fields with twelve years of relevant professional experience.
Experience
- Progressively responsible experience in planning, design, development, implementation and maintenance of computer information systems, or related area;
- Experience in managing a global Service Management organization with exceptional communications skills;
- Effective resource management skills and strategic and creative thinking. Ability to prioritize tasks and strong organizational skills. Ability to develop clear and concise proposals. Ability to supervise and direct staff under critical and stressful situations. Effective problem solving approach, ability to work in a cross-divisional team and ability to quickly understand IOM business processes. Gender awareness and gender sensitivity. Personal commitment, drive for results, efficiency, flexibility. Ability to work effectively and harmoniously within a team and with colleagues from varied cultures and professional backgrounds;
- Knowledge of Software & Systems Development Life Cycle and experience in managing applications development and/or support teams. IT project planning and leadership, including proven ability to manage medium to large technical projects involving internal and external (outsourced) teams with demonstrated knowledge of project management methodologies (PMI or Prince2) and their practical application;
- Knowledge of IT Service Management frameworks such as ITIL, COBIT. At least foundation level certification in ITIL and PRINCE 2 required. Additional certification in service management would be an advantage.
Languages
Fluency in English is required. Working knowledge of Spanish and/or French is an advantage.
