This is a request for Curricula/expression of interest for the position of Programme Manager (Disaster Risk Reduction (DRR)) The envisaged length of service for this position is six (6) months with possibility of extension.Applications from qualified female candidates are especially encouraged.
Context:
Under the direct supervision of the Chief of Mission (CoM) in Timor-Leste and in close cooperation with relevant units at Headquarters (HQs) and Regional Officer for Asia and the Pacific, the successful candidate will be responsible and accountable for the implementation, oversight, and co-ordination of relevant components of the Disaster Risk Reduction-Building Community Resilience in Timor-Leste (DRRBCR) Phase III Project.
Core Functions / Responsibilities:
Develop and administer projects within the DRRBCR Phase III Project. Develop, implement and monitor administrative and operational activities of approved programmes in the area of disaster risk reduction (DRR).
Locate and analyse specific DRR related data, and prepare reports and analyses relevant to proposed projects. Identify and develop specific programme components including selection of operational plans and approaches, identification of project partners, and monitoring and evaluation mechanisms.
Identify new project opportunities, and describe and justify project possibilities consistent with approved programmes and ongoing activities. Renew country and/or regional activities and recommend programme improvements in DRR in alignment with the Sendai Framework for Disaster Risk Reduction and Sustainable Development Goals (SDGs).
Contribute to the development of project/programme implementation strategies aimed at meeting the project/programme objectives in close coordination with the Chief of Mision, relevant IOM missions, governmental authorities and international and regional institutions as well as partner organizations in public/private sector including facilitating and developing Corporate Social Responsibility partnerships.
Provide informed advice to government, donors and key stakeholders in the area of DRR and related policy areas. Review and adjust project proposals to ensure consistency with government and donor priorities and programmes. Formulate and present such proposals on the basis of technical and substantive input and in accordance with required format for final review and approval.
Analyse and appraise project proposals for specific donor funding. Recommend the selection of project proposals and submission to specific donors. Follow up on donor negotiations and prepare project agreements with donors, upon approval.
Build linkages between government, donors, IOM, UN Agencies, NGOs and the private sector to enhance DRRBCR Project outcomes.
Monitor and expedite programme implementation through discussions and correspondence with project and technical staff, as well as with government authorities and project partners, and through field and project visits. Analyse project/programme reporting and advise accordingly about potentially required adjustments and emerging complementary opportunities; contribute to the development of new projects/programmes by maintaining thorough knowledge of donor priorities in the region.
In coordination with the mission’s Resources Management Officer, prepare and ensure timely preparation and submissions of all project/programme reports according to IOM and donor formats as required. Prepare regular updates, programme summaries, press releases and other relevant materials.
Provide financial, administrative and technical backstopping to projects, Serve as a liaison with Headquarters units and/or Missions and project partners, including central and local authorities and all other stakeholders. Identify, train and supervise project staff in accordance with IOM’s procedures and regulations.
Represent the Chief of Mission, IOM Timor Leste, as required.
Participate in the development and maintenance of databases and other information management/reporting systems.
Undertake duty travel relating to project/programme assessment, liaison with counterparts, problem solving, and new project/programme development, as required.
Perform such other duties as may be assigned.

Required Qualifications and Experience
Education
- Master’s degree in International Development, Emergency and Disaster Management, Disaster Risk Reduction, Humanitarian Assistance or a related field from and accredited academic institution with five years of relevant professional experience; or
- University degree in the above fields with seven years of relevant professional experience.
Experience
- Experience in disaster risk reduction, community development, project formulation, administration and evaluation;
- Experience in working with Timor-Leste Government agencies in the area of disaster management and risk reduction;
- Excellent writing, communication and negotiation skills, and the ability to establish working relationships with governmental authorities, other national/international institutions and NGOs;
- Familiarity with financial management;
- Ability to prepare clear and concise reports;
- Excellent analytical skills, including the ability to perform a variety of conceptual analyses required for the development, implementation and evaluation of projects;
- Ability to supervise staff;
- Effective resource management skills;
- Good level of computer literacy, including database application.
Languages
Fluency in English is required. Working knowledge of Tetum, Portuguese and/or Bahasa Indonesia is an advantage.
