Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

A fundamental purpose of IOM is arranging the organized transfer of refugees, migrants, displaced persons and other individuals in need of international migration services, including resettlement. It is also IOM’s largest continuing area of programming. IOM regularly supports Member States in carrying out resettlement, relocation and humanitarian admission programmes by providing an array of case processing, health, training and transport services. International movements under the direction of IOM are projected to reach 300,000 persons in

2016 and steadily increase in 2017 and beyond.

The Resettlement and Movement Management Division (RMM) directs, oversees and coordinates IOM’s resettlement activities and transport operations, as well as coordinates the policy, programmatic and resource management of IOM’s work in these areas. RMM also provides direction, guidance and support to the Organization’s field managers of resettlement and movement operations.

RMM additionally supports international movement arrangements across the Organization’s service areas for return, repatriation, humanitarian transport and facilitated migration

programming. IOM movements occur in nearly all of IOM’s 165 member states.

Under the direct supervision of the Director of the Department of Operations and Emergencies (DOE), the successful candidate, has overall responsibility and accountability for all RMM activities and is the primary liaison between IOM and its member governments and counterparts for IOM resettlement and movement programming.

Core Functions / Responsibilities:

  1. Oversee and direct the RMM Division at Headquarters and the Movement Systems and Support Unit (MMSU) and its sub-sections at the Manila Administrative Centre (MAC), including relevant RMM and MMSU staff.

  2. Lead and Serve as primary liaison on resettlement and movement programming between IOM Headquarters, the United Nations High Commissioner for Refugees (UNHCR) and government counterparts in Geneva and Member State capitals.

  3. Oversee, guide and provide final review and endorsement of IOM’s resettlement programme agreements and associated reporting.

  4. Advise and provide substantive expertise to the DOE Director on the political, operational and resource implications of IOM's current and proposed resettlement and movement programming. Keep them, as well as relevant Headquarters Departments and Field Missions, fully informed on current and upcoming resettlement and movement programme and policy developments affecting established or planned activities and initiatives.

  5. Manage RMM-related Special Accounts funds, including the Emerging Resettlement Countries Joint Support Mechanism (ERCM), Humanitarian Assistance to Stranded Migrants (HASM) and the Rapid Response Transport Fund (RRTF).

  6. Lead and directly manage IOM assistance to unique, confidential or sensitive resettlement and/or movement programmes, including complex emergency humanitarian evacuations operations.

  7. Set standards and develop protocols, tools and training guidelines that ensure IOM resettlement and movement programming is of high quality and delivers maximum value to beneficiaries, donors and counterparts while mitigating risks, fraud and malfeasance.

  8. Oversee RMM-related activities in Headquarters and in Field Missions for effective service delivery and make recommendations for improvement as required.

  9. Develop and articulate IOM's vision and strategy for maintaining a refugee and migrant-centric approach to the Organization’s work, emphasizing the importance of relevant, effective and inclusive programming.

  10. Author, contribute to and review statements for the DOE Director, Director General and other senior managers on IOM support of resettlement and movement programmes.

  11. Represent the Organization as Head of Delegation at various senior-level international events related to resettlement, including the Annual Tri-Partite Consultations on Resettlement (ATCR) and its associated Working Groups and Core groups.

  12. Chair the IOM Resettlement Working Group (RWG), which ensures multi-disciplinary, inter-departmental coordination and support of IOM resettlement initiatives.

  13. Serve on the USRAP budget review committee (GUM) and the USRAP steering committee.

  14. In close coordination with DOE and Human Resources, promote the development of IOM staff servicing RMM-related activities globally. Foster teamwork across organizational boundaries and ensure the next generation of IOM staff members are skilled in the areas of resettlement and movement management through staff development programs and succession planning.

  15. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Social Science, International Relations, Regional Studies or a related field from an accredited academic institution with fifteen years of relevant professional experience.

Experience

• Fifteen years of progressively responsible experience in managing movement operations and resettlement programming;

• Ability to tactfully promote, negotiate and communicate persuasively with internal and external stakeholders at senior levels to guide the development, funding, implementation, management and monitoring of IOM's global resettlement and movement management programming;

• Good grasp of internal and external policies and instruments underpinning IOM programming, including the IOM Constitution and Financial Regulations, the Migration Crisis Operational Framework (MCOF) the Migration Governance Framework (MIGOF), the 1951 Convention Relating to the Status of Refugees and its 1967 Protocol. Understanding of international humanitarian and migration management architectures;

• Expert knowledge of movement management and national resettlement policies with demonstrated acumen in managing their practical application in diverse operational, political, security and financial environments. Successful experience in managing complex emergency operations;

• Experience in situation analysis, needs assessment and program design, and the ability to develop and implement effective programming in the midst of competing priorities, incomplete information, resource constraints or other challenges;

• Ability to analyze and distill complex operational and political variables into concrete plans for IOM resettlement or movement programming, and to clearly and concisely communicate these plans internally and to government, civil society, and UN and international organization partners;

• Experience in supporting and supervising staff, building multi-disciplinary teams, budgeting, external relations, project development, monitoring and evaluation, mobilizing and managing financial and other resources;

• Knowledge of tools to monitor and manage movement data collection, and analysis.

Languages

Fluency in English is required. Working knowledge of French or Spanish is an advantage.

Other:

Internationally recruited professional staff are required to be mobile.
