Background
The Directorate of Nationality, Passports and Immigration (DNPI) is within the Ministry of Interior of the Republic of South Sudan and is the principal government agency responsible for the administration and enforcement of Immigration, Passports and Nationality laws in accordance with the provisions of the Nationality Act, 2011 and the Passports and Immigration Act, 2011. DNPI was established with a mandate of registering and issuing of South Sudan National Documents to citizens of South Sudan; managing and overseeing the country’s borders and movement of persons into and out of South Sudan. The directorate is also tasked with developing a modern, secure civil registry system and maintain an integrated foreign registry database.
Rational
As the DNPI seeks to improve its ability to execute its mandate as provided for in the laws, it is also important to establish a guided roadmap to help in fulfilling this mandate. Since South Sudan is still a young state it faces numerous migration management challenges and based on its mandate the Directorate seeks to enhance its service delivery. Therefore it is important to draft a five year strategy with a national action plan that will guide the DNPI towards achieving its vision and mission.
Job Description
Under the overall supervision of the IOM Chief of Mission and direct supervision of the Migration Management Project Manager in Juba and the Strategic Planning Committee from the DNPI, the consultant will;
- Conduct situational analysis of factors that may affect the implementation of the mandate of the Directorate of Nationality, Passports and Immigration for the period of the plan.
- Review and compile a compendium of existing legislations and policies relevant to strategic plan such as vision 2040, South Sudan Development plan, etc for information consideration when drafting the Strategic Plan.
- Deliver a training on strategic planning and development to the DNPI committee appointed to develop the strategic plan;
- Provide guidance and participate in the Strategic Plan Committee’s discussion meetings to identify the path the Directorate will take during the strategic planning period.
- Present findings of the Directorate’s situational analysis and hold a brainstorming session with members of the committee for appropriate inputs in Strategic plan 2017-2021
- Develop a draft Strategic Plan 2017-2021 for the Directorate of Nationality, Passports and Immigration, incorporating short, medium and long term action plans and the monitoring and evaluation mechanism
- Facilitate a validation workshop to present strategic and action plan
Time Frame
December 2016 to January 2017
Tangible and measurable output of the work assignment
Compendium of relevant legislation and policies developed and [presented to the of by the 5th December 2016;
Strategy Development training delivered to the Strategy Planning Committee by 8th December 2016;
Draft strategy and action plan presented to IOM and DNPI for review by 23rd December 2016;
Validation workshop for stakeholders facilitated by 16th January 2017;
Final strategy document and action plan should be submitted to DNPI and IOM by 19th January 2017.
Desirabe Qualifications:
Advanced University degree in Political, Social Science or Public Administration, International Relations, Law, organizational development and change management or alternatively an equivalent combination of relevant training and experience in policy and strategy development;
At least five years’ work experience in Strategic Management and/or related fields of policy review and strategy development.
Previous civil service position is desirable.
Knowledge of immigration issues in the region is an added advantage;
Ability to work independently with minimum supervision as well as work well as part of a team;
Excellent operational, organizational and communication skills.
Strong computer skills, specifically hands-on experience in usage of MS Office;
Fluency in English Language
