Context:
Under the direct supervision and guidance of the Chief of Mission (CoM), and in close coordination with the MENA Regional Office (RO), the successful candidate will maintain regular liaison with international, governmental and non-governmental partners, support internal and external coordination and be responsible for the implementation of shelter and Non-Food Items (NFIs) related activities.
Core Functions / Responsibilities:
Coordination
Act as a focal point for coordination within the Mission and with other IOM Missions/RO/Headquarters (HQs), as necessary, to facilitate information sharing, planning, reporting, implementation and adherence with IOM’s policies and frameworks.
Support the CoM, Senior Operations Officer and Programme/Project Managers in liaising/promoting information exchange and programme cooperation with donors, embassies, counterparts and partners such as UN agencies, other international organizations, non-governmental organizations and key governmental institutions and entities on
programme-related matters.
- Represent IOM in working groups, seminars, conferences and other events in the IOM emergency and post crisis context as directed and ensure appropriate coordination and representation of IOM-vis a-vis other UN agencies in relation to emergency and post-crisis programming.
Partnership
Strengthen existing relationships with and serve as a focal point for a group of priority partners (governmental, non-governmental, and Inter-governmental entities) to achieve a stronger strategic engagement in humanitarian and post-crisis action in line with IOM's mandate.
Monitor and provide advice on interaction with those partners.
Facilitate the Organization's inputs for partner consultations meetings as required.
Develop key strategic partnerships with new partners to achieve a broader partner base for IOM Libya. This would entail devising specific and tailor-made strategies for outreach to a number of partners, and prepare and maintain partner profiles as relevant.
Monitor implementation of and follow-up to ensure reporting against agreed action points stipulated in respective partner and Donor Memorandum of Understanding (MOUs) and action plans.
Develop and contribute to a central database of partnership profiles.
Emergency Response
Draw lessons learned from previous emergency response activities in Libya and revise strategies and action plans accordingly in the light of the needs as they evolve.
Plan and carry emergency needs assessments, in coordination with relevant stakeholders on the ground, and prepare assessment reports, including analysis and recommendations.
Plan and manage IOM shelter and NFIs response in the field, including targeting, registration, verification, distribution, and follow up, in coordination with relevant stakeholders.
Prepare distribution reports, including analysis and recommendations. Plan and participate where possible in post-distribution monitoring exercises, and prepare Post-Distribution Monitoring (PDM) reports.
Ensure the integration of cross-cutting issues such as gender, children and other vulnerable groups in the Emergency programme.
Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Political or Social Science, International Relations or a related field from an accredited academic institution with five years of relevant professional experience; or
• University degree in the above fields with seven years of relevant professional experience.
Experience
• Experience in the field of migration issues including IDPs, refugees and stranded migrants.
• Experience liaising with inter-governmental, national and local authorities, other national/
international institutions and NGOs;
• Knowledge of regional socio political dynamics, an understanding of regional migration dynamics; sound appreciation of sensitivities and local norms
• Proven expertise in collaboration with other international organizations and network/partnership building;
• Experience in Shelter and NFI project implementation including administrative and budgetary aspects as well as monitoring and evaluation.
• Ability to work effectively and deliver under pressure and strict deadlines.
• Previous experience working in North Africa is an advantage.
• Advanced level of computer literacy.
Languages
Fluency in English is required. Working knowledge of Arabic is an advantage.
Note
With possible relocation to Tripoli.
