Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. Context:

Since the conflict in Yemen escalated in March 2015, the People in Yemen’s plight is significantly exacerbated with millions of displaced populations in despair, suffering from extreme food, fuel, cooking-gas, electricity, cash, and telecommunication shortages that have affected much of the country’s population.

According to reports from various United Nations Agencies, including the International Organization for Migration (IOM), up to 21.2 million Yemenis are in need of humanitarian assistance, representing approximately 80% of the country’s population. Moreover, based on the most recent data published by the Task Force on Population Movements (TFPM, co- led by IOM and the United Nations High Commissioner for Refugees (UNHCR), the conflict has caused more than 2.8 million people to be affected by displacement throughout the country.

As designated by the Interagency Standing Committee (IASC), the United Nations High Commissioner for Refugees (UNHCR) is the global Lead Agency for the Shelter//Non Food Items (NFI) Cluster and for Camp Coordination and Camp Management (CCCM) Cluster in conflict-induced displacement. Accordingly, UNHCR takes the overall responsibility for the proper and effective functioning of both Clusters. The International Organization for Migration (IOM) co-leads the Global CCCM Cluster for human displacement induced by natural disasters.

In Yemen, the Shelter/NFI and CCCM Clusters are merged into a single Cluster dealing with

both Shelter/NFI and CCCM, to which IOM is Co-Chair. In order to perform such responsibility, IOM is looking for a Co-Chair - National Shelter/Non Food Items and Camp Coordination and Camp Management Cluster in Yemen.

Under the overall supervision of the Chief of Mission to Yemen, and the direct supervision of the Project Manager (Emergency, Transition and Recovery), and in coordination with the heads of IOM sub-offices in Yemen, the successful candidate will act as Technical Advisor to the Shelter/NFI/CCCM Cluster, and lead initiatives for capacity-building of cluster members, co-facilitate a technical working group for CCCM technical guidance, development cross- sectoral assessments and analysis tools and strengthen cluster Information Management functions.

Core Functions / Responsibilities:

  1. Support the Cluster coordination, by ensuring appropriate coordination with all relevant sector stakeholders, including national and local authorities, non-governmental organisations, donors and representatives of affected populations, in line with the Principles of Partnership.

  2. Liaise with the sub-national Shelter/NFI and CCCM Clusters for Yemen in order to maximise coverage of shelter/NFI and CCCM, and to ensure consistent communication between the sub-national clusters on any other matters pertinent to each sub-national cluster.

  3. Identify local and international partners and other stakeholders with appropriate technical expertise, to recommend a cluster network that can be adapted and/or shared for use in the Shelter/NFI CCCM Cluster.

  4. Assist in the liaison with the Strategic Advisory Group (SAG) and Technical Working Groups

(TWG) of the Cluster and other partners.

  1. Contribute to the design and implementation of the Shelter/CCCM/NFI Cluster strategy in line with the Yemen Humanitarian Response Plan (YHRP), as well as other cluster core documents as defined by the Global Shelter and CCCM Cluster guidance.

  2. Collect and share data to update the response plan of the Cluster according to evolving needs.

  3. Participate into the measurement of the Cluster performance, through specific indicators.

  4. Develop advocacy documents on Shelter/NFI CCCM best practices, through capacity mapping and gaps identification.

  5. As and when security conditions permit, the Co-chair will support cluster meetings and other cluster activities outside Sana’a, in the regional hubs in Aden, Ibb, Hudayda, Sa’ada and Al Mukulla.

  6. Act as Officer in Charge (OiC) for the Cluster Coordinator in his/her absence and represent the Cluster at the Inter-Cluster Coordination Mechanism (ICCM) and assist OCHA in establishing and maintaining appropriate inter-cluster coordination mechanisms.

  7. Assist in developing effective emergency response policies and operating frameworks for assessment and delivery of emergency assistance. Develop the shelter and settlement programme strategy and implementation modalities through close collaboration with beneficiary communities and other relevant humanitarian stakeholders. Contribute to the formulation and development of concept papers and documents related to IOM Yemen emergency response.

  8. In coordination with the Project Manager, ensure field coordination through regular communication with IOM Yemen Emergency staff in operational sub-offices to inform,

coordinate, monitor & report on IOM Shelter/NFI/CCCM relief activities in the field.

  1. Ensure timely emergency project delivery by maintaining oversight over project deadlines, financial and narrative reporting requirements in accordance with IOM Rules and Regulations and needs. Have a specific focus on delivery of shelter programme. Follow up closely on supply chain issues, ensuring procurement processes and supply chains, both national and international are pushed forward to ensure delivery within tight security constraints.

  2. Ensure high Shelter/NFI/CCCM programme quality at scale of deliverables, whilst maximising scale of impacts. Provide technical guidance and oversight of compliance to programme partners, technical advisers, procurement unit, programme staff and service providers.

  3. Ensure targeting based on needs and transparent criteria, including criteria developed for the selection of communities as well as beneficiaries, are properly followed up in all areas of intervention for the shelter programme. Pay particular attention to ethnicity and religious minorities and vulnerabilities arising account of gender. Ensure inclusion of vulnerability in all aspects of programing, integration of cross-cutting issues such as gender, children and other vulnerable groups in the shelter programme. Develop and implement beneficiary feedback and complaints mechanisms where appropriate to do so.

  4. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Sciences, Law, International Relations or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience.

Experience

• Experience in humanitarian programmes for internally displaced persons, migrants and capacity-building activities;

• Familiarity with the cluster coordination mechanisms and responsibilities;

• Sound and proven understanding of internal and international displacement and issues in

Yemen and the wider region;

• Experience in Shelter/NFI and CCCM activities is an asset;

• Knowledge of the region is an advantage.

Languages

Fluency in English is required. Working knowledge of Arabic is an advantage.

Internationally recruited professional staff are required to be mobile.
