Context:

Under the direct supervision of the Chief of Mission in Colombo, Sri Lanka and under the technical guidance of the Senior Regional Health Assessment Programme (HAP) Coordinator, based in the Regional Office for Asia and the Pacific the successful candidate will be responsible for the coordination, management and implementation of the Migration Health Programmes in Sri Lanka.

Core Functions / Responsibilities:

  1. Organize, oversee and implement the IOM Sri Lanka Migration Health Assessment Programmes including the IOM Migration Health Assessment Centre (MHAC) in Colombo. Organize health assessments and pre-departure examinations as required.

  2. Conduct Migration Health Assessments (MHAs), also called immigration medical examinations, for beneficiaries according to technical requirements of the governments of the donor countries. Supervise and standardize all aspects of the programme including but not limited to fraud prevention, applicant registration, quality radiological services, tuberculosis (TB) investigation and referral for treatment and submission of completed files.

  3. Work proactively for, and maintain quality control/quality assurance procedures which include but are not limited to reviewing chest x-ray films and reports, TB laboratory reports, TB treatment records and liaising with service provider (radiology unit, TB laboratory) on a regular basis.

  4. Train IOM Migration Health staff on all relevant technical instructions on migration health assessments and pre-departure medical screening and treatment for all countries required;

  5. Conduct performance appraisals of both staff reporting to the position using the IOM Staff

Evaluation System (SES) and actively identify and promote training needs of the staff.

  1. Contribute to the country and regional migration health-related programme analysis by providing inputs on activities, achievements, new projects, problems encountered and pertinent developments in the MHAs sector.

  2. Assist with monitoring the expenses and propose corrective measures in coordination with the mission’s Resource Management Officer, the MHD Program Support Office and the Senior Regional Migration Health Assessment Coordinator.

  3. Identify opportunities for expanding migration health activities and programmes, including but not limited to informing embassies and consulates of IOM’s migration health work and lobby for IOM MHACs becoming panel sites for MHAs, responding to announcements for call of proposals by drafting project concept notes and/or proposals and liaising with United Nations (UN) agencies and Ministry of Health to identify project development opportunities.

  4. Collaborate closely with the service providers and medical partners including hospitals and with government representatives

  5. Maintain confidentiality and security of migration health data, contribute to fraud prevention.

  6. Take duty travels to the field as necessary.

  7. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• University degree in Medicine from an accredited academic institution with at least seven years of professional experience; or

• University degree in Medicine from an accredited academic institution plus Master’s Degree in Community or Public Health, Medical Specialization in Infectious Diseases, Tropical Medicine or other related fields from an accredited academic institution with five years of relevant professional experience.

Experience

• Clinical experience with demonstrated gradual growth in management responsibilities;

• Experience in the provision of immigration or occupational medical examinations;

• Experience in the provision of immigration medical examinations for the United States, Australia, Canada, UK and New Zealand;

• Experience with occupational health issues related to crises and in developing countries;

• International experience in global public health issues, emergencies and policies;

• Previous work experience in TB programmes, migration health, communicable disease control among refugees and migrants in an international organization, UN agency or hospital.

Languages

Fluency in English is required. Working knowledge of any local languages is an advantage.

Other:

Internationally recruited professional staff are required to be mobile.
