Established in 1951, IOM is the leading inter-governmental organization in the field of migration
and works closely with governmental, intergovernmental and non-governmental partners. IOM
is dedicated to promoting humane and orderly migration for the benefit of all. It does so by
providing services and advice to governments and migrants.
Internal and external candidates will be considered for this vacancy. For the purposes of this
vacancy, internal candidates are defined as staff members holding a regular, fixed-term or
short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on
Special Leave Without Pay (SLWOP), and staff members on secondment/loan released by the
Organization, unless otherwise specified in their contract. Staff members holding a regular,
fixed-term or short-term graded contract will not retain their contract type if appointed to an
ungraded position.***Context:***
Under the direct supervision of the Chief of Mission (COM) at IOM Canberra,
Australia/Coordinator and Advisor for the Pacific, and in close coordination with the relevant
units in IOM Canberra and the Regional Office for Asia and the Pacific in Bangkok, Thailand, the
incumbent will be responsible for the management of the IOM’s office and its programme in Fiji,
focusing on project development initiatives, financial accountability, resource management, and
liaison with the Government of the Republic of Fiji, donor missions, regional Organizations, UN
and other international organizations and stakeholders in line with IOM regulations.***Core Functions / Responsibilities:***
Maintain effective communication and liaison with the Government of Fiji.
Analyse migration-related trends and issues, assess the potential for programme
development and participate in the identification and development of new project/programmes
activities and their implementation in close cooperation with the relevant authorities and
public/private entities in relation to both internal and international migration.
- Report on developments in the field of migration and on government's migration policy and
legislative frameworks impacting on IOM's activities and prepare draft proposals in coordination
with IOM Canberra and other relevant missions.
- In coordination with the Programme Development (PD) Unit in IOM Canberra, identify and
share information related to regional and bilateral programmatic and funding opportunities that
re in accordance with the IOM mandate and are relevant to IOM’s strategic objectives for
engagement in Fiji, including post-emergency activities.
- Support the Coordinator and Advisor for the Pacific to enhance IOM’s work with the
Government of Fiji, and Regional Organizations based in Fiji, as a member of the network of
IOM missions in the Pacific so that IOM is operating in these countries with updated, accurate,
and relevant information.
- Represent IOM as required, on behalf of the CoM in Canberra, in various fora and
inter-agency gatherings, including but not limited to the United Nations Country Team (UNCT),
Security Management Team (SMT), and relevant coordination/working groups in close
coordination with the supervisor.
- Be responsible for the IOM Fiji contributions to sub-regional, regional and global
communications, planning and reporting activities.
- Perform such other duties as may be assigned.***Required Qualifications and Experience:*
Education **
• Master’s degree in Political or Social Sciences, Law and/or International Relations or a related
field from an accredited academic institution with five years of relevant professional experience;
or
• University degree in the above fields with seven years of relevant professional experience.**Experience**
• Experience in humanitarian programmes for migrants and capacity-building activities;
• Experience in working with UN, Humanitarian Country Teams, and funding mechanisms and
donors Experience in liaising with governmental and diplomatic authorities as well as with
national and international institutions;
• Familiarity with financial and business administration; Experience as a Project Manager is an
advantage.
• Sound and proven understanding of internal and international migration issues in the Pacific,
the sub-region and related issues;
• Knowledge of the region is an advantage.**Languages**
