Position Title : National Program Officer– (Central Management Team Coordination and Capacity Building )

Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. Context:
Under the overall supervision of the DDR Coordinator, and the direct supervision of Heads of Sub Office in Garowe and Puntland, the incumbent will be responsible for planning, coordination, monitoring and evaluation of all technical and capacity building aspects of the SPU (Special Police Unit) Central Management Teams in Puntland and Somaliland. Additionally, the incumbent will manage and coordinate all activities relating to biometric registering, ID card dissemination, and frequent randomized verification checks for all SPU static guards.
Core Functions / Responsibilities:
- Manage, plan and implement IOM’s capacity building activities related to the SPU (Special Police Unit) central management teams in Puntland and Somaliland.
- Arrange and coordinate monthly coordination meeting with NGOs and INGOs and compile meetings minutes and report to the participants and program Coordinator.
- Attend the weekly ASMT meetings and brief the participants on the SPU management.
- Work with SPU central Command to compile on the weekly security reports, briefing and SPU needs.
- Constitute and actively attend the SPU working group and compile reports and minutes with relevant agencies.
- Work with relevant agencies in Puntland and Somaliland to establish proper monitoring systems on performance of SPUs allocated to the compound.

- Compile and coordinate the gaps and work with Central management team on addressing these issues.
- Regularly meet local authorities in the Somaliland and Puntland and to discuss the implementation of the framework agreement and brief authorities on the overall performance on SPUs assigned to the UN agencies.
- Work on the on the financial capacity of the central management teams in Puntland and Somaliland
- Timely coordinate with SPU management teams the issuance of monthly invoices to the UN Agencies.
- undertake duty travel between Somaliland and Puntland on regular bases
- Obtain regular update on the monthly payroll process by the government in Puntland and Somaliland and share the information with RC office in respective locations and IOM Nairobi.
- Identify project development opportunities on the ground with Security Sector Reforms and report back to the program coordinator and COM.
- Revise project documents, work plans, logical frameworks, results matrices and other project related documentation as required;
- Perform other duties as may be assigned from time to time Required Qualifications and Experience
Education
**University degree in finance, development, or other related degree from an accredited academic institution.
Experience in institutional development in Somalia will be an advantage. **
Experience Experience in working in international organizations, an asset;
High level of computer literacy (MS Office Word, Excel, Outlook).
Excellent communication skills both oral and written.
Ability to prepare clear and concise reports.
Strong strategic, analytical and creative thinking skills.
Ability to cooperate and coordinate with other units, implementing partners, NGOs and government departments, particularly in Somalia.
Personal commitment, efficiency, flexibility and drive for results.

Languages
Fluency in English and Somali is required Arabic is an added advantage.
