Context:

The IOM Regional Office for Asia and the Pacific in Bangkok (ROAP) is one of the nine IOM ROs, that oversees and provides strategic and technical support to IOM activities within the region. Within the RO structure, the Regional Resources Management Unit provides support to over 30 IOM country offices within the region on financial, human resources and other administrative functions. The Unit also provides support on resources management functions for the ROAP and the project units established within the RO structure.

Under the overall supervision of the Regional Director (RD) for Asia and the Pacific, and under the direct supervision of the Senior Regional Resources Management Officer (SRRMO), the successful candidate will be responsible for monitoring and supporting the human resources functions of the Country Offices (COs) within the region and the Regional Office (RO) in Bangkok as well as for assisting the SRRMO on human resources related issues.

Core Functions / Responsibilities:

  1. Provide line support and guidance to the COs in the region on interpreting and applying IOMs Human Resources policies, rules and regulations and applicability in the local context. Coordinate with relevant units at HQs and the Administrative Centers in view of ensuring appropriate guidance and support is provided to the COs as necessary.

  2. Review submissions by COs, including Terms of References (TORs), reclassification requests, recruitment requests, etc. Provide advice and assist in ensuring the implementation of appropriate processes, mechanisms and internal controls in the COs within the region.

  3. Support the SRRMO in managing the human resources functions for the RO and its project units. In coordination with relevant units within IOM, process HR administrative transactions including maintenance of PRISM HR, contract management, personnel administration, maintenance of personnel files, attendance monitoring, regular updating of staffing reports, organigrams and contact lists, and support for processing of visas.

  4. Assist the SRRMO in implementing IOM's Human Resources policies, rules and regulations, as well as standards and techniques taking into account the project activities; and ensure that the administrative procedures are in place, consistently followed, and are in accordance with these practices.

  5. Provide direct support on human resources administration and/or run PRISM payrolls for COs within the region, as and when no sufficient segregation of duties is possible locally.

  6. Liaise with relevant units at HQs and/or the Administrative Centres on the recruitment, administration of entitlements, and other related matters for staff in the RO and in COs (small missions), as required.

  7. Assist in training staff in the region in the relevant areas of human resources management including PRISM HR.

  8. Coordinate staff development and trainings in the RO and in the region in close coordination with the SRRMO and Staff Development and Learning Unit.

  9. Assist the SRRMO in the development of relevant instructions, procedures and guidelines to complement or to adapt the general instructions of IOM with regard to human resources management functions. Assist in training activities on IOMs human resources policies and procedures.

  10. Report regularly and bring to the attention of the SRRMO any relevant human resources management issue; suggest improvements and provide recommendations.

  11. Support in ensuring timely submission of necessary reports and documentation of the RO

and COs within the region, as appropriate. Collect input and draft reports/ memos, as delegated.

  1. Assist in the preparation of reports that may be required in coordination with the SRRMO, RD or HRM.

  2. Ensure the regular updating of the country offices and the ROs organigrams/ staffing table and contact lists.

  3. Provide general support in absence of other colleagues in the Unit.

  4. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Masters degree in Human Resources, Business Administration or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Experience in Administration and Human Resources Management;

• Familiarity with UN common system or similar systems;

• Knowledge of staff rules and regulations, staff entitlements and benefits, recruitment and selection practices and training programmes;

• Ability to prepare clear and concise reports, and effectively coordinate human resources and administrative activities;

• High level of computer literacy. Good knowledge of MS Office. Knowledge of SAP (PRISM HR) a distinct advantage;

• International HR experience in other IOM missions/ countries is an added advantage.

Languages

Fluency in English is required. Working knowledge of any regional language is an advantage.

Other:

Internationally recruited professional staff are required to be mobile.
