Context:

Under the overall supervision of the Chief of Mission in Ukraine and direct supervision of the Chief Medical Officer (CMO) in Kyiv, Ukraine the successful candidate will be responsible for technical support and quality assurance of Health Assessment Programmes (HAPs) and other activities related to Migration Health Assessments (MHAs) in Ukraine and, if required, in Moldova.

Core Functions / Responsibilities:

  1. Assist the CMO in provision of technical and, if required, administrative support to HAP programs in Ukraine in line with technical requirements of the governments of the donor countries including immigration medical examinations, referrals, departure medical procedures, TB diagnostics and treatment and travel assistance.

  2. Standardize all aspects of the selected HAPs including but not limited to quality of medical examinations, fraud prevention, applicant registration, radiology services, TB related assistance: diagnostics, referrals for treatment and reporting.

  3. Establish and maintain quality control / quality assurance (QC/QA) system in accordance with

MHD HAP standards with special focus on chest ray processing and reports, TB laboratory

reports, TB treatment records and medical movements liaising with service providers (radiology unit, TB laboratory) on regular basis. Specifically:

a. Analyze existing QC/QA gaps;

b. Develop specific Standard Operating Procedures;

c. Ensure use of Quality Assurance Programme (QAP) tools on a regular basis;

d. Develop specific quality control plan and additional tools, if necessary;

e. Incorporate use of MiMOSA and reports into a QC system.

  1. Train IOM migration health staff in all relevant medical procedures, migration health assessments, embarkation checks and departure medical assistance as per MHD and resettlement partners’ guidelines. Contribute to staff development through planning of training activities, identifying opportunities for external training and organizing house seminars, presentations and clinical rounds.

  2. Assist the CMO in the implementation of and adherence to IOM global and specific SOPs, and ensure timely and comprehensive reporting of incidents in the established Global incident reporting System. Conduct incident investigation, if requested by the CMO, and ensure implementation of corrective measures.

  3. Liaise with the external service providers regarding timeliness and quality of the services, health authorities of receiving countries, Resettlement Support Center (RSC) and IOM departments to ensure smooth implementation of the programme.

  4. Assist the CMO in planning and pipeline monitoring and management.

  5. Participate in establishment of new clinics or expansion of the existing ones, ensuring that health assessment facilities are set

  6. Contribute to collecting, processing and analysis of migration health data and assure systematic and standardized approach in handling the data. Provide inputs on activities, achievements, new HAP developments as well as operational challenges.

  7. Assist the CMO in monitoring HAP financial performance and staff performance management.

  8. Maintain confidentiality and security of migration health data, contribute to fraud prevention.

  9. Participate in development and implementation of other health projects, if requested by the

CMO.

  1. Undertake duty travels upon request of the CMO and the Chief of Mission.

  2. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• University degree in Medicine from an accredited academic institution with at least five years of professional experience; or

• University degree in Medicine from an accredited academic institution plus Masters Degree in Community or Public Health, Medical Specialization in Infectious Diseases, Tropical Medicine or other related fields from an accredited academic institution with seven years of relevant professional experience.

Experience

• Clinical experience with demonstrated gradual growth in management responsibilities;

• Experience in the provision of immigration or occupational medical examinations;

• Experience in the provision of immigration medical examinations for the United States, Australia, Canada, the UK and New Zealand;

• Experience with occupational health issues related to crises and in developing countries;

• International experience in global public health issues, emergencies and policies;

• Previous work experience in TB programmes, migration health, communicable disease control among refugees and migrants in an international organization, UN agency, or hospital.

Languages

Fluency in English is required. Working knowledge of Russian and/or Ukrainian is an advantage.

Other:

Internationally recruited professional staff are required to be mobile.
