Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. Context:

Under the direct supervision of the Chief of Mission (CoM), the Senior Programme Coordinator is responsible for providing strategic oversight, guidance and direction to the mission’s programming operations and administrative and financial units. Additionally, s/he will be responsible for the implementation of the EUBAM project, where IOM Ukraine fulfils an administrative role.

Core Functions / Responsibilities:

  1. Direct, advice and guide Programme Coordinators/Project Managers in all operational aspects of project development, implementation, monitoring, evaluation and reporting.

  2. Oversee and manage the day-to-day operations of the Programme Support, Financial, Procurement, Administrative, Human Resource, IT and Legal units of the mission and ensure that they are efficiently functioning.

  3. Exercise administrative, operational and financial management responsibility for the projects

and programmes managed.

  1. Assist the CoM and Administrative and Financial units in developing/improving mission administrative and financial accountability and reporting systems to ensure that mission policies and procedures are met. Support budgeting and resource plans for the mission and its programmes.

  2. Coordinate the effective implementation of mission programming at the highest level of quality and standards, hewing to IOM and donor guidelines and requirements, and facilitating enhanced service and programme delivery.

  3. Identify specific programming possibilities based on the in-country, regional and global context,, and direct Programme Coordinators/Project Managers, the Programme Support Unit and units with administrative tasking (in a supporting role) to plan and implement initiatives aimed at promoting IOM in the country.

  4. Oversee all aspects of programme development in the country, assess resource requirements and identify problems and financial deficiencies with the Programme Coordinators/Project Managers and units with administrative tasking, in particular the Finance Unit, and coordinate with other IOM Missions, as necessary, to facilitate project development, financial oversight, reporting and implementation.

  5. Facilitate the establishment and/or strengthening of institutional relationships with donors, embassies, UN agencies, other international organizations, non-governmental organizations and key governmental (executive and legislative) institutions and entities on to raise IOM’s standing and bolster its position in Ukraine.

  6. Suggest avenues for strategic mission development based on identified resource mobilization opportunities to maximize IOM’s in-country potential, as well as plan and execute follow-up on these initiatives.

  7. Advise the CoM on policy issues relevant to the agency of the IOM Mission in Ukraine and take up policy discussions internally and with pertinent external interlocutors and stakeholders on issues germane to IOM.

  8. Advocate for IOM priorities and current and future programming in-country and with a wider scope as necessary, first and foremost with government and donor interlocutors.

  9. In collaboration with the Senior Finance Officer and Programme Coordinators/Project Managers, monitor performance versus budget to ensure against budget overruns.

  10. Act as the OIC in the absence of the CoM.

  11. Represent IOM at a high-level, including in the CoM’s stead, in, working groups, seminars, conferences and other events and meetings, in the IOM programmatic context.

  12. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Sciences, Humanities, International Relations, Law, Economics or a related field from an accredited academic institution with seven years of relevant professional experience; or • University degree in the above fields with nine years of relevant professional experience.

Experience

• Progressive professional experience in governmental institutions and/or international organizations in migration active in Ukraine and/or the region; • Excellent knowledge of migration policy and actors in Ukraine and the region; • Proven experience in successfully managing projects and providing programme support (project development, communications, etc.) highly desirable; • Experience in liaising with governmental and diplomatic authorities as well as with international institutions; • Thorough knowledge of the IOM project management cycle, programme support modalities and administrative systems and rules is an asset; • Supervisory experience is mandatory.

Languages

Fluency in English is required. Working knowledge of Russian and/or Ukrainian is an advantage.

Other:

Internationally recruited professional staff are required to be mobile.
