Context:
Under the direct supervision of the Project Manager, and the overall supervision of the Chief of Mission, the successful candidate will contribute to the development and implementation of project activities, as well as reporting, monitoring and evaluation, under the thematic area of Migrant Assistance, specifically Assisted Voluntary Return and Reintegration (AVRR), in the IOM Thailand Country Office.
Core Functions / Responsibilities:
The successful candidate will have the following duties and responsibilities:
In coordination with the Project Manager, support the implementation of IOM Thailand’s activities in the area of Assisted Voluntary Return and Reintegration (AVRR) through ensuring that the day-to-day implementation of project activities in accordance with the work plan and project documents.
Assist the Project Manager in the implementation of activities under AVRR, which can include, but is not limited to, tasks ranging from logistical, technical and administrative assistance in organizing workshops and meetings, participation in meetings with project partners, government counterparts and relevant stakeholders, minute-taking, conducting monitoring and evaluation, etc.
In coordination with the Project Manager and Finance Assistant in Bangkok, monitor overall budget expenditures to ensure they are in line with the available resources of the project.
Monitor and coordinate the voluntary, safe, and dignified return and reintegration of every individual beneficiary in IOM missions across the Asia-Pacific member countries of the Bali Process, namely migrants in irregular situations including, but not limited to, refugees, rejected asylum seekers, unaccompanied migrant children (UMCs), smuggled persons and victims of trafficking.
Provide return assistance to migrants in irregular situations in Thailand, including:
· Interview potential beneficiaries to confirm their eligibility and interest in voluntary returning to their country of origin and provide necessary counselling
· Arranging interpretation services as necessary
· Provide Non-Food Items (NFIs) to beneficiaries prior to their departure
· Coordinate various travel arrangements, including air/land travel
· Assist in obtaining travel documents as necessary in coordination with relevant authorities
· Process departure formalities in coordination with relevant agencies 6. Work collaboratively with all relevant project partners/stakeholders, including Government counterparts, Embassies, IOM missions, interpreters, and other units within IOM, particularly the Operations Unit. Maintain the first line of communication and liaison with all national stakeholders under the projects to ensure productive working relationships.
Maintain records and an up-to-date database of the beneficiaries assisted by the Project.
Record information of beneficiaries assisted in Thailand into IOM’s MIMOSA case management database.
Assist the Project Manager in compilation of interim and final reports of the project, as well as producing/updating briefing notes, visibility products and project factsheets.
Assist the Project Manager in the monitoring and evaluation of project activities, as well as development of new and related activities in the area of AVRR.
Support the return and reintegration of Thai returnees from other countries, including coordinating with IOM sending missions, IOM relevant units, and beneficiaries; provision of necessary counselling, payment of reintegration grants, and translation of necessary documents.
Perform such other duties as may be required.
Required Qualifications and Experience
- Thai National
- University Degree in law, international relations, political science, security studies, or relevant field
- Strong organizational and time management skills
- Ability to work in a multi‐cultural environment and respect diversity
- At least two years of work experience in migration issues for non‐governmental organizations, international governmental organizations or government institutions
- Sound knowledge of programme development, implementation and evaluation and familiarity with financial and business administration
- Sound knowledge of Assisted Voluntary Return and Reintegration (AVRR) principles, practices and challenges a distinct advantage
- Team work oriented but with a capacity to work independently
- Good writing and communication skills
- Computer literate
Languages
Fluency in English and Thai is required.
