Context:

Under the direct supervision of the Chief of Mission (CoM) in Niamey and in close coordination with the Regional Thematic Specialist based in Dakar, the successful candidate will act as Protection Officer in Niger. S/he will be responsible for supporting and assisting government authorities and technical partners to formulate protection policies for migrants in distress, victims of trafficking and smuggling, unaccompanied minors, migrants and displaced persons in need of psychosocial and mental health support. Activities will be carried out in coordination with the United Nations, coordinated humanitarian strategies and government counterparts. The successful candidate will be responsible and accountable for implementing and promoting IOM's migrants assistance strategy in Niger.

Core Functions / Responsibilities:

  1. Carry out assessments of protection needs, identify problems/gaps and propose/prioritise timely practical actions to respond to particular protection problems.

  2. Communicate with appropriate IOM units and field offices, including with psychosocial activities, IOM trafficking and other vulnerable groups regular programmes going the Mission, RO Dakar and Headquarters (HQs) relevant counterparts.

  3. Regularly participate in agency protection fora (e.g. protection cluster, cluster, Gender Based Violence cluster, relevant task forces, etc.) and monitor the protection needs of mobile populations as well as communities affected by mobility as well as their systematic reporting and resolution.

  4. When needed and feasible, coordinate response to individual cases of concern and refer or treat them as appropriate (e.g. screening, interview, counselling, referral or assistance, depending on programme capacities).

  5. Support the coordination of transit centres for migrants and offices in Agadez, Diffa and Zinder in coordination with other managers and the Chief of Mission in support of an integrated protection – humanitarian – development approach.

  6. Prepare regular reports covering protection activities; prepare briefing, statistical/narrative reports and background information as required including specific information requested by Governments and other entities.

  7. Assess training needs on protection issues and need for capacity building among local authorities, local NGOs, International NGOs, the UN country team and other stakeholders.

  8. Supervise the protection assistants in Niamey as well as in the offices, promote inclusion into training programmes and ensure regular performance appraisal.

  9. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Masters degree in Political or Social Sciences, Law, Human Rights, International Affairs or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Experience in liaising with governmental authorities, other national/international institutions and

NGOs;

• Good knowledge of project formulation, administration and evaluation techniques and practices;

• Good level of computer literacy, including database applications;

• Ability to supervise staff and coordinate administrative activities;

• Working experience in the region is asset.

Languages

Fluency in English and French is required.

Other:

Internationally recruited professional staff are required to be mobile.
