Context:

Under overall supervision of the Senior Resources Management Officer (SRMO), the direct supervision of the Procurement and Logistics Officer, and in close collaboration with the Global Procurement and Supply Unit (GPSU) in Manila Administrative Centre (MAC), the Procurement and Supply Division in Headquarters (HQs) and the Regional Office (RO) in Cairo, the successful candidate will be responsible and accountable for procurement and supply chain activities of IOM Country Office in Iraq in Baghdad and Basra, measured by IOM Procurement and Supply Objectives and Goals as follows:

• Best Value Sourcing and Value for Money;

• Availability and Quality Assurance;

• Compliance and Stewardship; and,

• Productivity and Efficiency.

The Logistics & Procurement Unit provides procurement/contracting, facilities management and vehicle fleet management support to the mission.

Core Functions / Responsibilities:

  1. Supervise and conduct overall logistical and procurement actions in Baghdad and Basra offices particularly: procurement, property and assets control, supply and warehousing, service/maintenance, transport and mission fleet and contractual agreements.

  2. Assist in logistical tasks and activities and producing regular progress reports, statistical information and briefing materials, as required.

  3. Analyze procurement requests, identify service providers and evaluate information regarding vendors’ performance in the areas of quality, prices and delivery of goods in view of the Organization's best interests; maintain and update databases of preferred suppliers.

  4. Solicit bids, quotations and tender documents; oversee the bidding process and provide support for procurement transactions, analyzing them for conformity to specified requirements; conduct appraisals, select suppliers and confirm terms of payment; prepare purchase orders and ensure authorization is received from the SRMO and the Chief of Mission.

  5. Follow up on purchase order (PO) statuses and keep the head(s) of unit(s) and respective Project Managers abreast of the estimated time of delivery or any changes that may affect or modify the pre-determined delivery conditions; ensure all expected merchandise is received in accordance with PO specifications, and that all goods are in good condition.

  6. Ensure that appropriate records are kept on assets disposal; ensure assets are located accordingly and used in IOM's best interest; and regularly update the asset inventory list.

  7. Supervise the Mission’s inventories stored at the stockroom and warehouses in Baghdad and Basra and ensure that a system is in place for receiving and issuing the goods. At year end ensure the physical check of inventories and stocking taking and prepare relevant report for yearend closure of accounts.

  8. Monitor maintenance and repair of office facilities, including preventive maintenance, and establish maintenance agreements with competent service providers when it is feasible and determined to be cost-effective.

  9. Undertake frequent field travel to programme sites to perform procurement and logistics evaluations and supervise and train field staff, upon the request of the SRMO, and/or Chief of Mission.

  10. Review regularly existing procedures to identify gaps and areas for improvement. Maintain appropriate internal control mechanisms to safe guard the organization’s assets.

  11. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Business Administration, Logistics, Humanitarian Affairs, Development Studies or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

• Certification in Procurement, Logistics or Supply Chain management is an advantage.

Experience

• Experience in managing diverse procurement and logistics operations;

• Experience in providing procurement and logistics support in an emergency, post crisis setting;

• Demonstrated experience in training and managing large teams of co-workers, vendors and

suppliers;

• Extensive knowledge of IOM internal procurement and financial rules, as well as IOM's PRISM

elements as they apply to procurement and logistics;

• Excellent level of computer literacy and good knowledge of SAP/PRISM required.

Languages

IOM’s official languages are English, French and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of Arabic, French and/or Spanish is an advantage.

Other:

Internationally recruited professional staff are required to be mobile.
