Context:

Under the direct supervision of the Chief of Mission (CoM) in Kathmandu, Nepal and the technical supervision of the Regional Health Assessment Programme Coordinator for Asia and Pacific (RO Bangkok), the successful candidate will be responsible for coordination, management, development, implementation and oversight of the migration health programmes in Nepal, with particular emphasis on Health Assessment Programme (HAP).

Core Functions / Responsibilities:

  1. Manage the country Health Assessment (HA) programme through provision of technical oversight, monitoring and quality assurance of the health assessment programmes. In particular, ensure that these programmes fulfil the technical requirements of the resettlement countries, including supervision and standardization of all aspects of the medical examination and documentation process.

  2. Oversee the financial aspects of the health programme in close coordination with the missions Resources Management Officer: supervise budget preparation and monitoring for MH

projects, suggest adjustments and effective solutions, and review financial reports. Manage the relevant approved budget portion of IOM Health Assessment Projects.

  1. Establish and maintain quality control/quality assurance procedures which include but are not limited to reviewing chest ray films and reports, TB laboratory reports, TB treatment records and liaising with service provider (radiology unit, TB laboratory) on a regular basis.

  2. Ensure provision of other HAP service domains, including but not limited to departure health checks, immunization programme and medical escort duties, through management and supervision of MH team.

  3. Liaise with external service providers. Supervise the activities of collaborating hospitals, laboratories and other medical facilities ensuring optimal performance and quality control.

  4. Conceptualize, develop and implement appropriate public health interventions that may benefit resettlement process (e.g. surveillance, prevention, health education of the refugees).

  5. Develop and implement appropriate migration health related projects that may benefit migrants, IDPs and host communities as well as conflict/natural disaster affected population.

  6. Establish the MH staff development strategy and ensure that the appropriate plan is implemented. Within that plan, apart from attendance to external educational events, it may be required to organize and deliver various professional house training.

  7. Provide oversight and coordinate procurement of medical equipment, vaccines, medications and other medical supplies in coordination with the Logistics and Procurement Unit and other relevant IOM Nepal management. Identify and make agreement with the external service providers.

  8. Liaise with health authorities and, in coordination with the Resettlement Support Center

(RSC) and CoM with the diplomatic missions of the resettlement countries.

  1. Reinforce partnerships in the Migration Health (MH) sector with Ministry of Health, health institutions and academia, as well as other relevant leading agencies. Where relevant, partnerships should incorporate sectorial approaches, as well as capitalize on IOM strengths across all service areas within the overall framework of IOMs point Strategy adopted by IOM Members States (June 2007).

  2. Represent the Organization and promote the health of migrants, IOM health assessment programme activities and IOMs Regional Strategy in meetings, workshops, international conferences and as required write reports, presentations and background documents on behalf of the Department.

  3. Facilitate the integration of health assessment activities into the overall migration related programming of the Mission, where appropriate, through close collaboration with the various departments and units at the field level. Advise IOM colleagues on the link between the Health Assessment Programme with the two other core MHD programme areas - Health Promotion and Assistance to Migrants, and Migration Health Assistance to Affected Populations.

  4. Identify opportunities for expanding migration health activities and programmes, including but not limited to informing embassies and consulates of IOMs migration health work and lobby for IOM Migration Health Assessment Center (MHAC) becoming panel sites for MHA, responding to announcements for call of proposals by drafting project concept notes and/or proposals and liaising with UN agencies and Ministry of Health to identify project development opportunities.

  5. Maintain confidentiality and security of migration health data and prevent fraud throughout the health assessment process.

  6. Assure periodic, as well as hoc reporting to MHD, for MH activities. Organize the collection, processing and analyses of migration health data and ensure a systematic approach in data handling.

  7. Conduct performance appraisal of both clinical and clinical IOM migration health assessments staff using the IOM Staff Evaluation System (SES) and actively identify and promote training needs of the staff.

  8. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• University degree in Medicine from an accredited academic institution with at least nine years of professional experience; or

• University degree in Medicine from an accredited academic institution plus Masters Degree in Pulmonology, Internal Medicine (including specialties of internal medicine group), Paediatrics, Emergency Medicine, Infectious Diseases, Public Health or other related fields from an accredited academic institution with seven years of relevant professional experience will be an advantage.

Experience

• Working experience in the domain of health, 4 years of which is continuous clinical experience (either in clinical setups or immigration/resettlement medical examinations or health assessments) is required;

• Experience in performing team management/ supervising roles, preferable within the immigration/resettlement medical examinations is required;

• Demonstrated experience in managing health assessment programmes of significance, management of resources and personnel within migration health or public health projects;

• Progressive work experience in TB programs, communicable disease control programmes among refugees and migrants in an international organization, UN agency or hospital;

• Knowledge and experience with the health segment of Unites States Refugees Admission

Programme (USARP) is mandatory;

• Health sector working experience in (Africa, Asia, etc. as applicable), especially in remote settings is an advantage;

• Experience in managing and implementing medical evacuations and escorts is an advantage;

• Experience in liaising with resettlement partners, international organizations, and health services providers is an advantage.

Languages

Fluency in English is required.

Internationally recruited professional staff are required to be mobile.
