Context:

Under the overall Supervision of the Regional Director of South America, the Administrative Coordination of the Chief of Mission in IOM Panama and the direct supervision of the Technical Coordinator for IOM in the Joint Interagency Regional Coordination Platform in the Buenos Aires Regional Office, the successful candidate will be responsible for supporting programme planning and implementation of the Refugee and Migrants Response Plan for Refugees and Migrants of Venezuela (RMRP), coordinating with UNHCR for the follow up and monitoring of the national and sub regional platform’s actions in the framework of the RMRP, and guiding IOM’s country offices in the implementation of the RMRP including coordination and support to national partners, taking into account context opportunities and gaps that may arise from data gathering and analysis.

Core Functions / Responsibilities:

  1. Support Programme planning within the context of the Regional Inter-Agency Coordination Platform to contribute to maximizing programmes’ efficiency and impact for the benefit of Venezuelan migrants and refugees.

  2. Provide input and support to the implementation of the Refugee and Migrants Response Plan for Refugees and Migrants of Venezuela (RMRP), facilitate the mainstreaming of cross-cutting issues including youth, gender, unaccompanied and separated migrant children, lesbian, gay, bisexual, transgender and intersex (LGBTI) population, disability, protection, etc. within all aspects of programme planning and implementation.

  3. In coordination with United Nations High Commissioner for Refugees (UNHCRs) focal point, contribute to the design or adjustment of the monitoring processes and tools to be used for the supervision of RMRP’s development.

  4. Control the quality of the monitoring data provided by the national/sub regional platforms, giving continuous feedback to improve their timeliness, foresight and reliability.

  5. Supervise, guide and train, as necessary, the programme support and planning teams in the field missions, and monitor adherence to key planning targets and deadlines.

  6. Review the implementation and performance of programmes through appropriate physical monitoring to evaluate the projects by reviewing work plans, progress reports, budget, financial reports, etc.

  7. Provide inputs and support effective and quality plans and planning processes with the Regional Office in the context of the RMRP.

  8. Provide technical support to Programs, Departments and Areas to associate the needs of the community; identify and assist with the integration of program activities to improve the coherence and complementation of services, research means to maximize the impact of the program within the changing context of the region.

  9. Monitor trends and developments in the utilization of services; provide recommendations for improvement; contribute to the needs analysis and priority processes, utilize data as appropriate from the Results Based Management (RBM) data warehouse system, lessons learned and other internal and third-party sources.

  10. Check that quality and standards are in line with IOM instructions/guidelines, indicators and good practices, including activities in relation to Venezuelan response programme.

  11. Draft segments of regular quarterly reports and comprehensive semi-annual result reviews on implementation of programme objectives.

  12. Provide technical support for new joint planning processes and revisions of active response plans as necessary.

  13. Undertake field visits as necessary.

  14. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Public Policy, Social/Political Science, Research, Project Management, International Relations, International Development or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Substantial experience in the design and implementation and development of projects with

large-scale donations, with experience in the field of research, monitoring and / or evaluation;

• Proven experience with strategic planning approaches, information / data analysis, budget control and report writing;

• Solid knowledge in program planning and implementation of objectives;

• Great ability to understand, develop and implement administrative and financial control procedures;

• Previous experience working on social projects, such as strengthening social inclusion and promoting the rights of migrants and refugees.

Languages

IOM’s official languages are English, French and Spanish.

For this position, fluency in English and Spanish is required (oral and written). Working knowledge of Portuguese and/or French is an advantage.
