Iraq: Programme Officer (MHPSS)

Context:

Under the overall supervision of the Chief of Mission in Iraq, the general technical supervision of the Head of MHPSS global Section, and the direct supervision of the Head, Community Stabilisation Unit (CSU), the incumbent will be responsible for the management and technical supervision of Mental Health and Psychosocial Support (MHPSS) activities under IOM Iraq’s Community Stabilization Programme. S/he may also support other IOM Iraq units (e.g. Migration Management Unit (MMU), Returns and Recovery Unit (RRU)) to implement and strengthen their MHPSS activities on a needs basis.

Core Functions / Responsibilities:

  1. Develop strategies and tools, including standard operating procedures (SoPs) and guidelines, to strengthen and systematize IOM’s MHPSS activities in Iraq.

  2. Design and/or provide input to MHPSS assessments, analyse problems/gaps, and propose/prioritize timely programmatic responses to mental health and psychosocial issues identified.

  3. Help to ensure coherence between MHPSS activities, other pillars of CSU programming, and the overall IOM response in the area of responsibility, proposing adjustments when needed to maximize the collective impact of different activities.

  4. Represent IOM at MHPSS working group meetings and other relevant fora, developing partnerships with governmental and non-governmental stakeholders to ensure strong coordination, information sharing, and government involvement.

  5. Where possible and in close coordination with the Head of CSU and the Project Development and Support Unit (PDSU), liaise with donors to show progress of activities, gaps, lessons learned, etc.

  6. Assist the Head of CSU, PDSU, and other relevant colleagues/units to prepare project proposals, narrative and progress reports, cost modifications, and public information material, as required by project donor(s) and/or IOM.

  7. Ensure gender and protection mainstreaming within all project activities.

  8. Undertake duty travel as required.

  9. Perform any of duties as may be assigned.

Required Competencies

Education

· Degree in Clinical Psychology, Counselling Psychology, Counselling, Social Science or a related field from an accredited academic institution with two years of relevant professional experience; or

· University degree in the above fields with four years of relevant professional experience.

Experience

· Experience in project management and reporting (required);

· Experience in the design and/or implementation of MHPSS interventions in conflict and/or post-conflict settings (required);

· Experience in liaising and building effective partnerships with donors, government authorities, and/or other national/international institutions, such as research institutions and local and international NGOs (required);

· Experience in capacity building of local organizations and/or government partners (desired);

· Proven ability to supervise, train, and direct staff and manage operations in complex post-conflict contexts (desired).

Languages

· Excellent command of English and Arabic/Kurdish are required. Any other language is an asset
