Under the overall supervision of the Head of Operation, direct supervision of the Pipeline Coordinator and technical guidance of Information Management Coordinator, the Monitoring, Reporting and Information Management Officer will be responsible to lead the implementation of Monitoring, Reporting and Information Management for the Pipeline projects of the IOM South Sudan Mission. In particular, the incumbent will be responsible for overall supervision of tracking systems, consolidating lessons learnt and best practices, disseminating evidence of program achievements, and recommending corrective actions when necessary.

III. Responsibilities and Accountabilities

Monitoring & Reporting

  1. Design, develop and implement overall tracking systems for Pipeline projects (objectives, outputs, indicators, field monitoring plans and quality assurance processes).
  2. Design and development of Pipeline monitoring and evaluation methodologies (PDM, quarterly and annual evaluation, Pipeline impact evaluation), PDM monitoring tools (questionnaires of HH survey, FGD, KII, market assessment). Ensure IASC’s cross cutting issues (e.g Gender, Protection, GBV risk mitigation, Environment) are fully integrated in the methodologies and developed tools, and included in all key information products.
  3. Design and conduct training for field staff (including enumerators) and/or Cluster’s partners on PDM tools and methodologies, ensuring gender equality and protection is included in the training resources.
  4. Undertake and oversee regular field monitoring and evaluation visits with field staff and in coordination with partners and PSU to ensure technical and operational compliance and timely execution of projects vis-à-vis approved plans and targets.
  5. Supervise timely collection of pipeline distribution reports from all partners, check the relevance, consult Pipeline Coordinator for any deviation found in the reports vs the pipeline request and ensure pipeline tracking is updated based on the reports received.
  6. Take lead on report writing for the PDM finding, Pipeline survey performance, and other surveys related to Pipeline projects.
  7. Provide inputs for preparation of new project proposal, development of logical frameworks and timely donors’ reports which ensure compliance with key programme indicators and objectives.

Information Management and Cluster Support

  1. Data Management and Collation - Develop and or enhance existing Pipeline data management tools in close liaison with WASH Cluster, Pipeline Unit and SNFI Cluster, as well as support other IOM Programme Units in development of their internal Unit reporting tools. Set-up, implement and manage an integrated data management mechanism that will house all Pipeline related datasets – WASH and SNFI Clusters – and IOM Programme Units to ensure accurate and reliable data is collected, stored for both Clusters and IOM Programme Units. Proactively gather and manage data on supplies (procurement, transportation and supplies management) and Pipeline partners (supplies utilization tracking, supplies utilization reporting, post distribution monitoring).

  2. Needs Assessment Tools - Strengthen field assessment/survey mechanisms including monitoring and evaluation methodologies (PDM, quarterly and annual evaluation, Pipeline impact evaluation), PDM monitoring tools (HH survey, FGD, KII, market assessment) for Pipeline Unit as well as for IOM Programme Units through the development of standardized online data collection forms and tools using Kobo or any other recommended mobile data collection tool. Organize and manage the data collection (loading of Kobo forms on mobile devices, data entry, cleaning of pipeline data for both WASH cluster, SNFI Cluster and IOM Programme Units.

  3. Data Analysis - Generate derivative pictorial/graphical analysis – graphs, charts, tables and graphics/infographics – for Pipeline (WASH & SNFI Cluster) and for IOM Programme Units to incorporate into key information products such as snapshots, interactive/static dashboards and quarterly analytical reports highlighting achievements, needs and gaps to meet partner/IOM consumable information needs of both WASH and SNFI Clusters and IOM Programming.

  4. GIS Mapping - Develop re-useable templates, catalogues and style guides for general map production using WASH Cluster, SNFI Cluster and IOM brand guidelines. Produce Pipeline related maps for WASH Cluster, SNFI Cluster and IOM Programme Maps.

  5. Visualization, Design and Presentation - Ensure timely preparation and generation of key information products using creative cloud apps – especially using Illustrator and InDesign - by design the layout and design of re-useable templates in line with WASH Cluster, SNFI Cluster and IOM brand guidelines. Produce Pipeline and IOM Programme related key information products according to set timelines.

  6. Perform other duties as may be assigned.

IV. Required Qualifications and Experience

Education

· Master’s Degree in Social Sciences, Information Management, Graphic Design or related courses and at least two years of experience.

· Bachelor’s Degree in Social Sciences, Information Management, Graphic Design or related courses and at least five years of experience.

Experience

· Strong working knowledge of spoken and written English (knowledge of Arabic is an added advantage).

· Strong knowledge of Monitoring and Evaluation, post distribution monitong in operations and emergency context.

· Knowledge in Information Management

· Prior experience working with IOM and understanding of internal structures and functions

· Prior experience working in South Sudan and/or conflict affected complex humanitarian context

· With strong knowledge of Microsoft Office and design programmes (creative suit application)

· Prior experience of the Cluster system and working in South Sudan and/or conflict affected complex humanitarian context
