Context:

The Project Health Information Management (HIM) Officer will perform his/ her duties under the direct supervision of the Health RTS, the overall supervision of the Regional Director (RD) for Western and Central Africa (WCA) and the Director of the Migration Health Division (MHD) at IOM Headquarters (HQs).

The successful candidate will be responsible and accountable for the management of all health information generated during the project, as well as epidemiological information relevant to the project, at country and regional levels. The scope of work will include technical supervision, coordination, and monitoring of adherence to strategic health information directions to all participating Country Offices (COs) in the regional project funded by CDC under the Global Health Security Agenda (GHSA), notably in the following areas: development of national Health Information Systems (HIS), set up and support to maintain national and regional health information databases, development of data collection tools and methodologies, monitor epidemiological trends at national and regional level, epidemiological data analysis, public health risk mapping and border disease surveillance systems. Also, s/he will perform functions as field epidemiologist.

S/he is expected to carry out his/her duties in accordance with strictest ethical standards, safety of IOM personnel, building and maintaining of partnership with agencies and Governments, and with due respect for gender and cultural sensitivities.

Core Functions / Responsibilities:

  1. Draft specific components of HIM strategy for the project, including knowledge management and dissemination.

  2. Provide support to COs as requested on all technical aspects related to HIM and communicable diseases epidemiology.

  3. Conduct country monitoring and supervision activities, as appropriate.

  4. Contribute to the development of data collection tools and related methodologies, as well as data analysis.

  5. Produce maps and other information products (e.g. infographs) pertaining to health risk mapping and other IOM activities.

  6. Contribute to the development of country level and regional interim and final reports.

  7. Represent IOM at health and other related cluster meetings and information management working groups, liaise and coordinate with national and international health and development assistance authorities, agencies or organizations on related matters; key counterparts include Ministries of Health, West African Health Organization (WAHO), World Health Organization (WHO), and other Health Cluster partner agencies/stakeholders.

  8. Support institutional knowledge management and provide periodic technical/ epidemiological updates and documentation/dissemination of best practice materials and new publications related issues in close coordination with COs, RO, MHD and other departments at Headquarters.

  9. Contribute to building the HIM capacities of IOM staff involved in the CDC GHSA project through job mentoring.

  10. Contribute to the development of IOMs application for year 2 of the country CDC

funded project.

  1. Perform travel duties in the region and beyond as needed.

  2. Support RO in project Information Management as appropriate.

  3. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• University degree in Medicine, Health Sciences or Public Health from an accredited academic institution with at least four years of professional experience; or

• University degree in Medicine, Health Sciences or Public Health from an accredited academic institution plus Masters Degree in Epidemiology, Biostatistics and other related fields of health information management from an accredited academic institution with two years of relevant professional experience.

Experience

• Two to four years of experience in field epidemiology, HIM, Public Health and/or Emergency

Health response, outbreak response, as well as cartography;

• Good experience in the development, implementation and management of health information systems, public health programs and protocols;

• Experience in humanitarian crisis, natural disasters, communicable diseases limited setting;

Experience in an infection control institutional environment or an Ebola response project will be an asset;

• Familiarity with the public health sector in Africa region, in particular in West Africa;

• Formal training in GIS an advantage.

Languages

Fluency in English and French is required. Working knowledge of Portuguese and relevant local languages is an advantage.

Other:

Internationally recruited professional staff are required to be mobile.
