Context:
Under the overall supervision of the Deputy Chief of Mission and the direct supervision of the Programme Coordinator (Shelter/NFI/CCCM), the successful candidate will contribute to cluster coordination at the national level and support the Cluster Coordinator to ensure Shelter/NFI/CCCM activities are in line with global cluster policies and strategic directions, coordinating the operational response among all cluster partners in the country.
The Cluster Co-coordinator supports the Cluster Coordinator to enable cluster partners to respond more effectively to the needs of the affected population by ensuring a coordinated approach across sites and organizations. The Cluster Co-coordinator works on behalf of the cluster, facilitating cluster activities and contributing to the development and maintenance of a strategic vision and operational response plan. She/he also ensures coordination with other clusters in relation to inter-cluster activities and cross-cutting issues.
The Cluster Co-coordinator supports the Cluster Coordinator through the following activities:
Core Functions / Responsibilities:
- Coordination: a.) Ensure a harmonized and coordinated multi-sectorial response across the country by contributing to the development of a cluster strategy in coordination with cluster partners including relevant authorities; b.) Ensure reporting of sectorial gaps and needs in coordination meetings at the national level and promote support from other clusters when necessary; c.) Develop and/or maintain a cluster structure across the areas of interventions, ensuring proper coverage and efficient reporting lines; d.) Set-up coordination mechanisms, such as cluster meetings, both at local and national levels.
- Preparedness: a.) Contribute to cluster planning at national level with regards to the development of response strategies, contingency planning including “exit”/transition strategy, and action plans for the cluster; b.) Undertake capacity mapping and gap identification exercises to contribute to the development of a capacity-building strategy for the sector, together with cluster partners including relevant authorities.
- Monitoring: a.) Ensure and monitor that all SNFI/CCCM actors implement cluster standards and guidance across targeted sites; b.) Ensure monitoring and evaluation of the impact of activities conducted by the cluster partners, considering Accountability to Affected Populations principles and mechanisms; c.) In coordination with the Yemen Humanitarian Fund (YHF), provide guidance and support so that all partners funded by YHF meet their targets and complete all reporting requirements.
- Planning: a.) Organize joint field missions, needs assessments and analysis among cluster partners and participate in joint inter-cluster needs assessment exercises as appropriate to ensure that identified needs, gaps and priorities are as evidence-based as possible; b.) Ensure that the response plan of the cluster is updated regularly according to evolving needs and that it establishes indicators by which performance of the cluster can be measured; ensure inclusion of the strategy in common appeals and pooled funds mechanisms.
- Reporting: a.) Coordinate closely with all partners to collect and collate agreed upon SNFI/CCCM reporting tools; ensure that the cluster has a clear Information Management strategy in place, along with adequate IM mechanisms; b.) Ensure proper communication and information flow between national and local levels, and among partners.
- Application of standards and guidelines: a.) Facilitate discussion and agreement on the use of common standards and tools among cluster partners; ensure integration of cross-cutting issues, such as age, gender and environment. b.) Promote awareness of and adherence to relevant policy guidelines, codes of conduct and examples of good practice by all cluster partners, taking into consideration the possible need for local adaptation both in terms of language and content.
Manage IOM’s cluster focal points in the field, as required.
Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in International Relations, Conflict Resolution, Shelter, Management, Social Sciences or a related field from an accredited academic institution with five years of relevant professional experience; or
• University degree in the above fields with seven years of relevant professional experience.
Experience
• Experience in Shelter, Camp Coordination & Camp Management, Non-Food Items, at a managerial level in emergency and conflict environment;
• Excellent Accuracy, Monitoring and Evaluation, Managerial and Organizational skills, and ability to work with minimal supervision;
• Delivers on set objectives in hardship situations;
• Effectively coordinates actions with other implementing partners;
• Works effectively with Donors, local authorities, stakeholders, beneficiaries, and the broader community to advance country office or regional objectives;
• Has Shelter/NFI/CCCM technical and managerial experience to guide and lead the
Shelter/NFI/CCCM project teams.
Languages
Fluency in English is required. Working knowledge of Arabic, French and/or Spanish is an advantage.
