Context:

Within the Department of Migration Management (DMM), Immigration and Border Management (IBM) Division, the Immigration and Visas (IV) Unit provides at the request of and in agreement with Member States, immigration and visa policy guidance and expertise as well as technical and operational solutions related to immigration, consular and visa-related matters. The work of the unit focusses on facilitating safe, regular and orderly migration and mobility, in support of the following: a) the IOM Constitution in relation to providing migration services including processing; b) the IOM Member State Strategy in relation to providing secure, reliable, flexible and cost-effective services for persons who require international migration assistance; c) the IOM Migration Governance Framework by assisting States to provide safe and regular access to available migration channels, including implementing well administered visa and entry schemes with limited wait times and reasonable fees; d) the UN Sustainable Development Goals, Goal

10, Target 7 which seeks to facilitate orderly, safe and responsible migration and mobility of people, including through the implementation of planned and well-managed migration policies; and e) the Global Compact on Safe, Orderly and Regular Migration (GCM), primarily Objective 3 which references the need to facilitate accurate information and access to visas, with pathways that respond to the needs of migrants, and Objective 5 which calls for States to enhance availability and flexibility of pathways for regular migration.

Under the overall guidance of the Head of the IBM Division and under the direct supervision of the Senior Specialist, Immigration and Visas (IV), the successful candidate will primarily provide

technical inputs and coordinate Verification Solutions programming. Additionally, s/he will assist IBM and wider DMM activities related to the implementation of the GCM and coordination with support to the UN Migration Network, along with other tasks as needed.

Core Functions / Responsibilities:

  1. Provide technical inputs and information about regular and complementary pathways of admission for migrants.

  2. Under the direction of the Senior Specialist, Immigration and Visas (IV), provide support and assistance for the various phases or daily components of the Verification Solutions portfolio. Follow up on logistical and administrative arrangements, provide information and assist with arrangements required for the recruitment of required programme staff.

  3. Supervise Verification Solutions support staff, including those based in IOM Manila Administrative Centre (MAC). Distribute and review work and assist in resolving performance issues.

  4. Liaise with relevant Regional Thematic Specialists, IOM country offices and focal points tasked with delivering IBM – IV programming throughout Africa, discuss and identify problems, and propose action to expedite programme delivery.

  5. Coordinate the implementation of the software solution developed by IOM MAC Information and Communications Technology (ICT), VERIFi, for IOM Verification Solutions, in close coordination with involved Member States.

  6. Monitor external partners and providers of technological solutions and research the possible use of new technologies such as blockchain.

  7. Assist the IBM/IV Senior Specialist in liaising with Member States, summarize feedback, and draft segments of proposals to expand the project portfolio across the areas of assistance provided through the Division.

  8. Assist with the implementation of complementary and regular pathways of admission, such as family reunification programmes, humanitarian visas, and private sponsorship schemes, among others.

  9. Coordinate and contribute to the drafting of press briefing notes and other communications and outreach materials.

  10. Participate in meetings related to the Global Compact for Migration, the UN Migration Network, and IOM – UN coordination.

  11. Coordinate the timely submission of IBM inputs to the Office of the Director General (ODG) - Results Based Management (RBM) for the institutional questionnaires and related requests.

  12. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Sciences, Migration Studies Law and/or International Relations or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Minimum of two years’ professional experience on migration-related issues;

• Previous experience in delivering services to migrants and/or governments;

• Previous experience in the document verification and/or visa issuance procedures;

• Previous experience preparing technical documentation on multilateral processes, foreign policy, human rights, protection, or related issues;

• Previous experience preparing talking points, presentations, and issue briefs for senior management;

• Experience preparing literature review and applied research methodologies is an advantage.

Languages

IOM’s official languages are English, French and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of French and/or Spanish is an advantage.
