Core Functions / Responsibilities:

  1. Working in close coordination with HPS Migration Officer responsible for IOM Humanitarian Responses and regional focal points -- coordinate the liaison and outreach on IOM’s emergency relief activities and policy outreach for Central and South America. Support advocacy efforts for IOM’s programs to New York based partners, donors and government representatives.

  2. In close coordination with HPS Migration Officer responsible for IOM Humanitarian Responses -- act as alternate donor relation focal point and support IOM's participation in UN administered funds particularly the Central Emergency Response Fund (CERF). Support liaising with the CERF Secretariat and IOM HQ, regional offices and country offices regarding programmatic and administrative guidelines, staff training, review and submission of funding proposals, information and review of reporting requirements, advice to field missions, stock taking and follow up.

  3. Support the policy and liaison outreach activities of the Office Humanitarian, Peace and Security (HPS) team’s by monitoring the agenda of the principal organs of the United Nations, with a specific mandate on HPS issues -- including the activities of the Security Council, the General Assembly, the UN Secretariat and specifically identified UN agencies, funds and programmes.

  4. As delegated, participate in relevant UN meetings (General Assembly, ECOSOC, interagency sessions, informal consultations among UN Member States, various Commissions) and prepare statements, aide memoires and interventions as well as written summaries, bibliographies, and talking points as agreed in each case. Likewise participate in bilateral consultations and/or programming initiatives between IOM and UN agencies, funds and programmes. Follow up as required with the various units at IOM HQ or missions in the field.

  5. Be responsible for the preparation, internal coordination and release the HPS Unit’s external and internal information material (Reports, Weekly Updates, etc) as well as to maintain the HPS section of the Office web page.

  6. Perform such other duties as required.

Required Qualifications and Experience:

Education

  • University degree in Law, Political Science, International Relations, Social Sciences or a related field from an accredited academic institution with five years of relevant professional experience;
  • Master’s degree in the above fields is an advantage.

Experience

  • Solid experience and political understanding of the migration and humanitarian settings in Central and Latin America;
  • Experience working in a multilateral system, preferably UN context, along with familiarity with the UN system, its agencies, funds and programmes;
  • Knowledge and understanding of the current migration and humanitarian debates in the UN and its impacts on the Organization;
  • Knowledge of IOM project/programme activities in the humanitarian sphere;
  • Experience in managing CERF funded projects;
  • Experience in organizing seminars/events in collaboration with UN and/or NGO partners;
  • Experience with strategic planning and demonstrated expertise in delivering presentations.

Languages

Full professional proficiency of Spanish and English is required. Knowledge of French will be an advantage.
