Established in 1951, IOM is a Related Organization of the United Nations, and as the leading

UN agency in the field of migration, works closely with governmental, intergovernmental and

non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Background Information

The Labour Mobility and Human Development (LHD) Division in the Department of Migration Management (DMM) is the focal point for IOMs policy, technical support and operational engagement in the areas of labour migration, integration, migrant training, and migration and development. The LHD Division has the institutional responsibility for overseeing programme development and implementation in relevant thematic areas through a team of experts in Geneva, supported by a network of thematic specialists posted in IOMs regional offices. Through policy oriented research and dissemination of good practices, the LHD Division also keeps the organization, its partners and beneficiaries up-to-date on labour migration, integration and development trends in order to improve project development and the delivery of services to governments and migrants.

In order to respond to the APEC efforts in fostering the collection and sharing of comparable data on labour markets, the movement of workers and labour market conditions and developing the Regional Capacity Development Strategy on labour mobility data collection, LHD will hire an intern for a period of three months to assist with the analysis and assessment of the existing gaps and needs in the national statistics and labour market information systems in the APEC region as well as identification of the specific capacity development actions tailored to the specific national needs of the APEC economies.

The internship will be focused on providing support in conducting desk research for analysis of traditional sources of labour market information systems (like population censuses, administrative data and household surveys), exploring the potential of the non-traditional and innovative sources of information (labour market data and tools available from the employers’ side as well as big data sources). Also, the intern will assist in mapping and analyzing existing regional labour mobility data sharing mechanisms and platforms as well as identifying international practices which proved to be effective in building institutional capacities on labour mobility data collection (including existing cooperation mechanisms on labour mobility data collection in the EU, ASEAN and MERCOSUR).

Supervision

The successful candidate will work under the guidance and direct supervision of the Senior Labour & Human Mobility Specialist at IOM Headquarters and overall guidance of the Head of the Labour and Human Mobility Division, Department of Migration Management, HQ.

Core Functions / Responsibilities:

Duties and Responsibilities

The successful candidate will have the following duties and responsibilities:

  1. Assist with conducting a desk review of secondary data sources, including IOM internal project database and sources, to collect data on existing methods and tools of labour mobility data collection and sharing in the region as well as international labour market and mobility data collection good practices and international standards. Prepare a stakeholder mapping of relevant regional organizations, initiatives and projects active in development of regional labour mobility data sharing platforms which support regional economic integration processes.

  2. Provide support with organizing and conducting Key Informants Interviews with the government officials from the national statistics, economic and migration offices of the APEC economies and analyzing the results of the interviews.

  3. Provide support in facilitating data collection from IOM Missions from APEC region and Regional Thematic Specialists on IOM experiences and project in the area of institutional capacity building on statistical labour mobility data collection and development of regional data sharing mechanisms and instruments.

  4. Assist in preparing a research report based on the desk review and interviews, with annotated bibliography. The report will assess the existing gaps in data collection in the region, consolidating results, good practices and lessons learnt coming out of the results of the research, including identification of good practices and tools which support reduction of the barriers to women’s and youth participation in the labour market and promoting greater inclusion of these social groups into the regional economies. In particular, the report will consider innovative and technologically advanced solutions, including the engagement with the private sector.

  5. Collect and catalogue relevant resources to support internal IOM knowledge management systems.

  6. Assist the Senior Labour & Human Mobility Specialist in communication and coordination, including participation in meetings, workshops and other events, as needed, to support the engagement with the expert organizations and other relevant stakeholders.

  7. Perform such other duties as may be assigned.

Training Components and Learning Elements

It is estimated that the intern will gain knowledge in the following areas:

• Data collection and analysis in the area of labor mobility and capacity development

• Facilitating communication and data collection from IOM Missions and Regional Thematic

Specialists

• Use of internal IOM knowledge management systems

• Other LHD issues

He/She will also gain on-site experience in working in an international multi-cultural environment, with an intergovernmental organization.

Carte de Legitimation

The organization will obtain the ‘carte de legitimation’ for the duration of the internship for the selected candidate. This vacancy includes a monthly stipend. Applicants are advised to please consider the cost of living in Geneva prior to applying.

Required Qualifications and Experience:

Education

• University degree in Economics, Statistics, Social Sciences, Development Studies, International Relations, Business Administration or any related field from an accredited academic institution.

Experience

• Proven background in economics, statistics, social sciences, development and migration policies;

• Computer literacy, including proficiency in MS Office, PowerPoint and Excel, social media, knowledge of SharePoint or other collaboration and knowledge management platforms is an advantage;

• Strong organizational skills;

• Ability to timely understand the Organization’s structure and portfolios;

• Ability to work effectively and harmoniously in a team of colleagues of varied cultural and professional backgrounds;

• Proven ability to produce quality work accurately and concisely according to set deadlines;

• Practical experience of how to multi-task, prioritize and work independently.

Languages

Fluency in English is required. Working knowledge of French and/or Spanish is an advantage.

In general, the Internship Programme aims at attracting talented students and graduates who:

a. have a specific interest in, or whose studies have covered, areas relevant to IOM

programmes and activities;

b. are either students approaching the end of their studies and preparing a thesis, or recently

graduated, who have less than two years of relevant working experience.
