Context:
The overall objective of the position is to coordinate Outcome Four of the UK’s Department for International Development (DFID) funded programme Safety Support and Solutions in the Central Mediterranean Route Phase II (SSS II).
IOM is implementing the programme across 10 countries in West Africa, and North Africa. The programme is route-based, and designed to support migrants along their routes, and in their countries of origin. Its overall aim is to protect migrants from harm and to generate knowledge on migration along the Central Mediterranean Route.
Outcome Four is a large scale, 21-24-month study in The Gambia, Guinea and Senegal on “How and to what extent interventions affect people’s migration aspirations, decision and movement, and on what timetable?” The research study, designed by IOM, will be implemented by a research partner. The partner will be expected to conduct analysis at the individual, household and community level and explore ongoing, new, or recently closed interventions and their effect on migration decision making. The partner will maintain regular communication with IOM on the project implementation.
The incumbent will be expected to support IOM offices with the launch of new activities that respond to the research needs/request and ensure that the data produced from the new activities is effectively integrated into the project feedback loop. As Outcome Four will generate
a significant amount of research and evidence, both through the research partner and the new activities, capturing learning will be of utmost importance for this Outcome. The Outcome Four Manager will be expected to develop and implement learning activities throughout the project cycle.
The selected candidate will work under the direct supervision of the Senior Regional Programmes Coordinator (EUTF and DFID) in Dakar, the thematic supervision of the Regional Labour Mobility and Human Development Specialist, and in very close coordination with DFID Regional Programme Coordination Officer. S/he will also work in coordination with the Core Programme Team based in London.
Core Functions / Responsibilities:
Project Management
• Coordinate and ensure adequate implementation of all Outcome Four activities including administrative, budget, logistics, reporting, personnel and contract management.
• Problem solve and troubleshoot throughout the project cycle to ensure that implementation coheres with the original project concept and spirit.
• Provide guidance to the IOM missions targeted by DFID Outcome Four, ensure consistency of approaches and quality control and conduct regular monitoring visits to the countries to ensure effective and timely implementation and to ensure appropriate coordination with national counterparts.
• Organize key learning events throughout the project cycle, engaging with stakeholders at all levels. Represent IOM and participate in conferences, meetings and other fora as required.
• Support country offices to develop the grant funding process including the organization of workshops, guidelines and criteria for grant selection(SOPs).
Coordination
• Manage relationships with key stakeholders and the Research Partner.
• Support the Research Partner to coordinate a multi-country large scale research project.
• Establish the Research Strategy Group and coordinate meetings and document results.
• Maintain regular internal coordination within IOM relevant units and specialist on the progress of the project.
• Liaise with SSS II partners, the Government, UN and NGO partners to identify opportunities for disseminating learning.
• Coordinate implementation of all activities with the Senior Regional Labour Mobility and
Human Development Specialist.
Monitoring, Evaluation & Learning
• Develop a Monitoring, Evaluation and Learning strategy for Outcome Four activities and recommend performance measures for country programs and individual projects, including the work of grantees.
• Provide technical support to country offices on knowledge management, learning, evaluation processes, data analysis and/or training.
• Design and promote strong feedback loops within the Outcome to enable iterative program design, planning, and management.
• Foster a culture of learning across the programme team as well as key program stakeholders through systematic analysis and reflection on data and the organization of learning activities and events.
• Apply learning approaches to programme management, such as action learning mechanisms and process evaluations.
• Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Migration Studies, Development, or Economics studies, International Relations or a related field from an accredited academic institution with five years of relevant professional experience; or
• University degree in the above fields with seven years of relevant professional experience.
Experience
• Demonstrated experience in project management including grants, compliance, and procurement management;
• Experience coordinating large-scale multi-country research projects/assessments/evaluations including accompanying procurement/logistical and financial processes;
• Experience in liaising with academic institutions, government authorities as well as with donors and other relevant migration stakeholders;
• Experience developing and managing quality assurance systems/processes for research, evaluations and/or assessments;
• Experience establishing and/or coordinating technical advisory groups to support project implementation;
• Experience with grants management and a track record of developing, launching and managing small-scale grant activities including the creation of grant policies, processes and procedures;
• Experience designing Monitoring, Evaluation & Learning systems/strategies/agendas (including data collection tools and templates) and providing technical guidance, recommendations and training to country offices on M&E;
• Experience fostering a culture of Learning within a project, program and/or organization including the development of Learning tools and/or activities;
• Experience in migration management issues and proven field experience specifically in the
West African context;
• Ability to work independently with minimal supervision, prioritize multiple work assignments in an extremely fast-paced and iterative program environment, meet deadlines, and exercise sound professional judgment;
• Experience working on DFID-funded initiatives and donor reporting systems an added advantage;
• Familiarity with adaptive iterative programming would be an asset.
Languages
IOM’s official languages are English, French and Spanish.
For this position, fluency in English and French is required (oral and written). Working knowledge of Spanish is an advantage.
