Context:

Under the overall supervision of the Chief of Mission in Bamako, with thematic guidance from the Regional Thematic Specialists in the Regional Office in Dakar, in cooperation with the Resource Management Officer and in close consultation with managers of relevant operational areas, the successful candidate will be responsible for the overall management, oversight and coordination of all relevant programmes implemented in Mali as well as their implementation, monitoring and reporting. The projects relate to the Community Stabilisation, Counter Trafficking, radicalization, Disarmament and demobilisation and reintegration of former combatants, fight against irregular migration as well as assistance to returnees and internally displaced persons (IDPs).

Core Functions / Responsibilities:

  1. Offering support and coordination to project managers including building, training, and general support. Contribute to building the capacities of IOM staff in the thematic areas through a combination of formal training and thejob mentoring.

  2. Act as the Missions focal point for the above mentioned thematic areas; establish and maintain credible partnerships at appropriate levels with government entities, local authorities, implementing partners, UN agencies, donors, and other stakeholders as relevant to the projects and activities of the thematic areas.

  3. Identify, develop, manage and implement new project/programmes opportunities and activities, in cooperation with the relevant authorities and public/private entities in relation to both internal and international migration.

  4. Ensure regular coordination with other IOM activities and complementarity and synergies among all project activities, including, but not limited to, trainings, workshops, study tours, and raising and information campaigns to achieve the overall objectives of the projects.

  5. Serve as an expert resource in the key areas of migration management, strengthening migration management systems; addressing related legislation, regulation and policy concerns; and institutional capacity building. Direct and monitor the implementation of IOM's programmes in Mali. Supervise the related budgetary, financial and administrative needs to ensure timely implementation and reporting of the IOM projects in Mali. Supervise the work of directly reporting staff. Monitor financial reports and expenditures of all projects under thematic areas/units in order to ensure consistent management and adequate burn rate to meet implementation milestones and deadlines.

  6. In coordination with the Senior Resource Management Officer, oversee the selection and recruitment of project staff; supervise and guide staff working under relevant projects and establish the necessary staffing strength and profiles relevant to the implementation of the activities in the thematic areas.

  7. Review donor and other reports before submission to the Regional Office for consistency and accuracy and ensure proper information exchange on policy and operational aspects of the projects between IOM, donors and other stakeholders; elaborate general and/or specific information on programme activities as requested by donors/external parties, IOM Missions, the Regional Office, Headquarters and other relevant counterparts.

  8. Develop appropriate monitoring tools to ensure effective implementation of projects and activities, including hosting of work seminars and visits to field locations as required.

  9. Provide consistent review and competent advice to the Chief of Mission on the overall performance of the relevant projects and programmes to ensure effectiveness, coherence, and integrity, and establish strategic programmatic linkages.

  10. Keep abreast of policies, international standards and best practices relating to the rights of migrants and in particular the protection of vulnerable migrants for further enhancing various migrant assistance programmes, Ensure continued connection with both the Government of Mali and donors for current programme activities and their further development.

  11. Participate in appropriate policy and operational United Nations Country Team agency mechanisms, in particular with a view to inserting related issues into the United Nations Development Assistance Framework (UNDAF).

  12. Undertake travel and perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Masters degree in Development, Political or Social Sciences, Law, International Relations or a related field from an accredited academic institution with seven years of relevant professional experience; or

• University degree in the above fields with nine years of relevant professional experience.

Experience

• Experience in humanitarian programmes for migrants and building activities;

• Experience in liaising with governmental and diplomatic authorities as well as with national and international institutions;

• Familiarity with financial and business administration;

• Sound and proven understanding of internal and international migration issues in region and related issues;

• Knowledge of the region is an advantage.

Languages

Fluency in English and French is required.

Other:

Internationally recruited professional staff are required to be mobile.
