Established in 1951, IOM is a Related Organization of the United Nations, and as the leadingUN agency in the field of migration, works closely with governmental, intergovernmental andnon-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Background

In 2019, IOM will release the Handbook on Protection and Assistance for Migrants Vulnerable to Violence, Exploitation and Abuse (hereafter referred to as “the Handbook”). The forthcoming Handbook articulates a comprehensive framework for analyzing and addressing migrant vulnerability. This framework conceptualizes the vulnerability of migrants on the basis of the interaction of the individual, family, community, and structural factors that increase or decrease risks of violence, exploitation and abuse.

The Handbook will guide practitioners on processes of identifying and referring vulnerable migrants, and for developing and implementing assistance and protective services that directly address the vulnerable migrant’s specific vulnerabilities in order to facilitate sustainable recovery from violence, exploitation and abuse.

With the support of the UK Department for International Development (DFID), IOM is seeking to further operationalize this publication by strengthening the knowledge and capacity of both external and IOM practitioners on the content of the Handbook.

Nature of the consultancy

The objective of this consultancy is to develop a training curriculum on the Handbook.

Under the direct supervision and in coordination with the IOM Project Manager, the successful candidate will be responsible for the development of a face-to-face training curriculum as follows:

Core Functions / Responsibilities:

  1. Based on the finalized version of the Handbook, the successful candidate will design and develop a face-to-face facilitator guide, including teaching material, visuals and slides, notes, activities and case studies. The package should be as practical as possible to guide IOM and external practitioners at both the programmatic and policy level in operationalizing the Handbook (e.g. how to assess and respond to vulnerabilities; how to design interventions and policies in support of vulnerable migrants, and so forth). The training should comprise up to 7-8 modules, which could be implemented independently or in one go, for a maximum total of 2-3 days. The curriculum shall be developed in both English and French and revised according to the result of the results of the in-country tests.

  2. The successful candidate will test the curriculum in three French-speaking countries, namely Burkina Faso, Niger, and Mali, through workshops with local authorities and CSO partners. These trainings shall be prepared and delivered in French.

  3. Perform such other duties as may be assigned.

Tangible and Measurable Outputs of the Work Assignment

Item 1: Preparatory work. Tasks will include:

• Review the Handbook and develop learning objectives (general and specific);

• Development a curriculum outline.

Item 2: Development of training modules. Tasks will include:

• Develop the full content of the session materials (including: training presentation and materials, figures and representation to improve the clarity and the visual aspect of the training materials; innovative, and simple to organize, training activities);

• Submit a draft version with all sessions that will be reviewed by IOM;

Item 3: In-country testing and review. Tasks will include:

• Testing the draft curriculum in 3 countries in Burkina Faso, Niger, and Mali.

• Provide a final version in both English and French incorporating IOM’s and comments from participants to the country tests.

Realistic Delivery Dates and Details as to how the work must be delivered

Item 1 :

• Handbook review, learning objectives and general outline – 30 March - 15 April 2019

Item 2 :

• Development of training sessions - submission of a first draft version – 30 May 2019

• Consolidation of a first draft further to IOM’s comments including from testing (from 20 May -15

June) – 30 June 2019

Item 3 :

• In-country testing and review – 15 July - 15 August 2019

• Submission of the final curriculum – 31 August 2019

Performance indicators for evaluation of results

• Deliverables submitted according to timelines outlined above.

• Final version of the module submitted reflect inputs from the Project Manager.

Required Qualifications and Experience:

Education

• Master’s degree in Education or a related field from an academic institution.

Experience

• Minimum of five years professional experience in adult learning training development.

• Good understanding of migration issues, in particular migrants’ rights and migrants’ protection mechanisms is an advantage

• Experience with a governmental and/or non-governmental organizations is an advantage.

• Analytical skills as well as communication skills with a wide array of actors

Languages

Fluency in English and French are required.

Note

The consultant must adhere to the International Organization for Migration (IOM) Data

Protection Principles (IN/138) and maintain confidentiality.

The consultant will be responsible to follow IOM writing guidelines and latest glossaries in all given assignments for accurate translation.
