Context:

Under the direct supervision of the Chief of Mission (CoM) in Bangkok, Thailand and the technical supervision of the Regional Health Assessment Programme Coordinator for Asia and Pacific (ROAP) for the matters of HAP, and the Regional Migration Health Programme Adviser for Asia and Pacific (ROAP) for the matters of migration health programmes, the successful candidate will be responsible for coordination, management and implementation of the Health Assessment Programme (HAP) and other activities related to migration health programmes in Thailand.

Core Functions / Responsibilities:

HAP Portfolio

  1. Implement and manage ongoing Health Assessment projects in Thailand of relevant country programmes, ensuring that their respective technical requirements are fulfilled. Supervise and standardize all aspects of the programme including but not limited to fraud prevention, applicant registration, quality radiological services, tuberculosis (TB) investigation and referral for

treatment and submission of completed files.

  1. Establish and maintain quality control/quality assurance procedures which include but are not limited to reviewing chest ray films and reports, TB laboratory reports, TB treatment records and liaising with service provider (radiology unit, TB laboratory) on a regular basis.

  2. Liaise with external service providers. Supervise the activities of collaborating hospitals, laboratories and other medical facilities ensuring optimal performance and quality control.

  3. Liaise with partners and governments on health assessment related strategy and policy development at country level. In this respect, helps member governments and partners to achieve their goals in managing Health Assessment challenges through meetings, information sharing, joint programme planning, etc. All mentioned activities to be performed in close coordination with the CoM and Regional Migration Health coordinators, where applicable.

  4. Train IOM migration health staff on all relevant technical instructions on migration health assessments and departure medical screening and treatment for destination country programmes.

  5. Arrange and implement other migration health services, as needed, such as departure medical screening, immunization and treatment for refugees departing Thailand.

  6. Develop and implement specific Standard Operating Procedures (SOPs) for quality assurance and control and ensure implementation of those SOPs issued at global level. Ensure adequate reporting of incidents in the established Global Incident Reporting System.

  7. Conceptualize, develop and implement appropriate public health interventions that may benefit resettlement process (e.g. surveillance, prevention, health education of the refugees).

  8. Supervise and support clinical and clinical IOM Migration Health Assessments staff to ensure continuous provision of quality migration health services.

  9. Act as a manager for the Country approved budget portion of the Global HAP project(s). Monitor the HAP financial performance in country operation and propose corrective measures in coordination with the missions Resource Management Officer, Chief of Mission and the Regional Migration Health Assessment Coordinator.

  10. Maintain confidentiality and security of migration health data and prevent fraud throughout the health assessment process.

  11. Conduct performance appraisal of both clinical and clinical IOM migration health assessments staff using the IOM Staff Evaluation System (SES) and actively identify and promote training needs of the staff.

  12. Contribute to regional migration related programme analysis and presentations by providing inputs on activities, achievements, new projects, problems encountered and pertinent developments in the MHA sector.

  13. Assure periodic, as well as hoc reporting to COM and MHD, for MH activities. Organize the collection, processing and analyses of migration health data and ensure a systematic approach in data handling. Request and analyzes relevant data on health assessment activities for the country operation, prepared by country health assessment teams, and send relevant information available in a timely manner to three levels: i) Regional MH Coordinators on an agreed periodic basis or in urgent or emergency situations (concise bullet points only); ii) Health Information and Data team in MAC Manila; and iii) to a wide audience including partners and member governments in the region when required. Manage the exchange of information, reports and programme updates. Mentioned activities to be performed in close coordination with relevant CoMs, and/or Regional Representatives where applicable.

Migration Health Portfolio

  1. Coordinate closely and reinforce partnerships in the Public Health and Migration Health sector with Thai Ministry of Public Health, related health institutions and academia, as well as WHO and other relevant leading agencies. Where relevant, partnerships should sectorial approaches, as well as capitalize on IOM strengths across all service areas within the overall framework of IOMs point Strategy adopted by IOM Members States (June 2007).

  2. Represent the Organization and promote the health of migrants, IOM health assessment programme activities and IOMs Regional Strategy in meetings, workshops, international conferences and as required write reports, presentations and background documents on behalf of the Migration Health Division (MHD) and the Regional Office for Asia and the Pacific.

  3. Facilitate the integration of health assessment activities into the overall migration related programming of the Mission, where appropriate, through close collaboration with the various departments and units at the field level. Advise IOM colleagues on the link between the Health Assessment Programme with the two other core MHD programme areas - Health Promotion and Assistance to Migrants, and Migration Health Assistance to Affected Populations.

  4. Identify opportunities for expanding migration health activities and programmes, including but not limited to informing embassies and consulates of IOMs migration health work and lobby for IOM MHACs becoming panel sites for MHA, responding to announcements for call of proposals by drafting project concept notes and/or proposals and liaising with WHO and other UN agencies and the Ministry of Public Health to identify project development opportunities.

  5. Lead or facilitate the development of migrant health projects and resource mobilization activities in Thailand consistent with IOM policies, thematic guidance notes and relevant national policies and/or regional strategies and as guided by the IOM Project Development Handbook and Standard Operating Procedures. Contribute to internal IOM and donor reports and review documents as requested.

  6. Coordinate with the Mental Health and Social Response (MHPSS) section at IOM Regional Office in Cairo and/or the designated regional focal point(s) to ensure the inclusion of MHPSS components into health, psychosocial and other programmes in IOM Thailand.

  7. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• University degree in Medicine from an accredited academic institution with at least nine years of professional experience; or

• University degree in Medicine from an accredited academic institution plus Masters Degree in Pulmonology, Internal Medicine (including specialties of internal medicine group), Paediatrics, Emergency Medicine, Infectious Diseases, Public Health or other related fields from an accredited academic institution with seven years of relevant professional experience.

Experience

• Working experience in the domain of health, 4 years of which is continuous clinical experience (either in clinical setups or immigration/resettlement medical examinations or health assessments) is required;

• Experience in performing team management/ supervising roles, preferable within the immigration/resettlement medical examinations is required;

• Demonstrated experience in managing health assessment programmes, management of resources and personnel within migration health or public health projects;

• Experience in use of IOM electronic systems (MiMOSA and UKGS) is an advantage;

• Progressive work experience in TB programs, communicable disease control programmes among refugees and migrants in an international organization, UN agency or hospital;

• Knowledge and experience with the health segment of Unites States Refugees Admission

Programme (USARP) is mandatory;

• Health sector working experience in Asia, especially in remote settings is an advantage;

• Experience in managing and implementing medical evacuations and escorts is an advantage;

• Experience in liaising with resettlement partners, international organizations, and health services providers is an advantage.

Languages
