Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
Context:
IOM places protection at the centre of its humanitarian action. Through its operations in all of the on-going crisis settings involving forced migration, IOM assists and protects migrants, displaced persons and affected communities. The Organization does so through its manifold activities ranging from camp coordination and camp management, to shelter and non-food items distribution, mental health and psychosocial assistance, emergency health assistance, land, property and reparations support and so forth. This includes prevention and response to gender-based violence (GBV) in camp and shelter settlements, prevention and response to child abuse, neglect, exploitation and abuse with specific focus to unaccompanied and separated children, humanitarian evacuations of trapped populations including migrants, protection from sexual exploitation and abuse committed by humanitarians, mental health and psychosocial assistance, civil documentation and prevention of statelessness and so on.
Multiple outbreaks of unrest in October 2016 and August 2017 in the Rakhine State of Myanmar triggered large influxes of Rohingyas crossing into Bangladesh through the borders in Teknaf and Ukhiya upazilas of Cox’s Bazar. An estimated 436,000 Rohingyas have crossed into Bangladesh since 25 August 2017, increasing the total Rohingya population residing in Cox’s Bazar town, Ramu, Teknaf, and Ukhia to over 600,000.
Over half of the new arrivals are still living in spontaneous settlements with little access to aid, including shelter, food, clean water, and sanitation. Having no access roads to, or necessary drainage in, these spontaneous settlements compounds the challenge of reaching the new arrivals with necessary aid. No agency has prioritized building access and internal roads and drainage, and no funding has been confirmed for this purpose to date.
The Government of Bangladesh (GOB) is working closely with IOM and other agencies to establish a new 2,000 acre site. As of now, this site is undeveloped and has no available services or capacity. Site planners and engineers are working on access roads and layout of this large site to allow provision of services. Until then, services and assistance are still required in the spontaneous settlements throughout Cox's bazar.
IOM’s response is currently concentrating on shelter and Non-Food Items (NFI) provision, water sanitation and hygiene, site management, gender-based violence and counter human trafficking, communication with affected communities and coordination and assessment.
In addition to scaling up its current operations, IOM wishes to strengthen and make more comprehensive its protection response, build on other sectors’ programme and ensure protection considerations are included.
Under the direct supervision of the Protection Coordinator and in coordination with the
Emergency Coordinator, the successful candidate will:
Core Functions / Responsibilities:
Conduct an assessment on needs and gaps on protection mainstreaming into the humanitarian response of Rohingya crisis in Cox’s Bazar District in Bangladesh.
Provide recommendations on protection mainstreaming into IOM’s intervention areas, like WASH, Shelter, Health, Site Management, Transition and Resilience.
Support the selection process of potential protection mainstreaming trainers within all IOM Units and provide ToT (Training of Trainers) on protection mainstreaming.
Support newly trained protection mainstreaming trainers to deliver first protection mainstreaming trainings.
Develop curriculum on protection mainstreaming for different audiences; general and sector specific.
Support and build the capacity of national protection mainstreaming staff.
Perform such other duties as may be required.
Tangible and measurable outputs of the work assignment
• Assessment report on needs and gaps on protection mainstreaming into the humanitarian response of Rohingya crisis in Cox’s Bazar District in Bangladesh.

Realistic delivery dates and details as to how the work must be delivered
In the first phase of the consultancy (six weeks), the Consultant is expected to finalize assessment and recommendations on protection mainstreaming. This requires frequent field visits and talking to different stakeholders in all sectors as well as all IOM Units.
In the second phase of consultancy (six weeks), the Consultant is expected to assist IOM Protection Team in the selection of Protection Mainstreaming Trainers from the IOM Units as well as from the staff of Implementing Partners and deliver ToT in order to prepare and enable them to become Trainers.
The Consultant is also expected to build the capacity of IOM Protection Mainstreaming staff and prepare Protection Mainstreaming curriculum.

• Assessment on needs and gaps on protection mainstreaming conducted and recommendations provided.
• Protection Mainstreaming Trainers selected and trained.
• IOM Protection Mainstreaming staff trained.
• Protection mainstreaming curriculum prepared.
Required Qualifications and Experience:
Education
• University degree, preferably in Law, Political or Social Sciences, or Social Work, or a related field from an accredited academic institution or competencies equivalent to a combination of training and experience.
Experience
• A minimum of five to seven years of experience in the field of protection and protection mainstreaming;
• Experience in emergency operations and liaison with other UN and non-UN humanitarian actors.
• Knowledge of the region and/or country is an advantage.
Languages
Fluency in English is required.
