Under the overall and direct supervision of the IOM Skopje Head of Office, the successful candidate will act as a PVE Expert seconded in the Office of the National Coordinator for Countering Violent Extremism and Counter-Terrorism, while liaising with relevant national and regional counterparts.
Core Functions / Responsibilities:
Provide sector specific expertise and technical assistance on Preventing Violent Extremism (PVE) to the Office of the National Coordinator for Countering Violent Extremism and Counter-Terrorism. **
Advise the Office of the National Coordinator for Countering Violent Extremism (CVE) and Counter-Terrorism as regards the regional and global developments in the area of PVE.
Support the Office of the National Coordinator for CVE and Counter-Terrorism to identify international, short-term, subject-matter experts to guide the implementation of specific activities within the National CVE Action Plan.
Advise and assist the Office of the National Coordinator for CVE and Counter-Terrorism in the development and updating of thematic documents.
Advise and assist the Office of the National Coordinator for CVE and Counter-Terrorism in strategic planning (including strategic budgeting and financial planning), coordination, monitoring and evaluation of the National CVE Strategy and Action Plan.
Assist the Office of the National Coordinator for CVE and Counter-Terrorism in coordinating and facilitating activities, including capacity building assistance programs, training and workshops, with a view to effectively utilize resources, harness the energy and commitment of the Committee’s 22-member Ministries and other partners, and avoid duplication.
Provide complementary support to the Office of the National Coordinator for CVE and Counter-Terrorism in organization of donors’ and stakeholders’ (governmental and non-governmental) coordination meetings.
Provide bi-weekly reports and a final report on the implemented advisory support on PVE.
Perform such other duties as may be required.
Tangible and measurable outputs of the work assignment
Facilitate the organization of regular international and national stakeholders’ as well as donors’ coordination meetings.
Develop thematic/strategic documents and tools pertaining to prevention of violent extremism and the implementation of the National CVE Action Plan.
Create monitoring and evaluation methods and tools to monitor the progress of the implementation of the National CVE Action Plan and evaluate the success.
Draft bi-weekly reports.
Draft a final report.
Realistic delivery dates and details as to how the work must be delivered
The detailed workplan and delivery dates will be directly confirmed with the consultant upon the outset of the consultancy.
Performance indicators for evaluation of results
The consultant’s performance will be evaluated against the following criteria: timeliness, responsibility, initiative, communication, and quality of the products delivered.
• Satisfactory completion of all tasks indicated in this ToR.
• Initiative, planning and facilitating of regular meetings with stakeholders and donors.
• Quality of produced documents, such as templates, thematic documents, reports, and other similar documents.
• Feasibility and sustainability of monitoring and evaluation methods and tools.
Required Qualifications and Experience:
Education
• Advanced university degree in social sciences, law, political science, security studies, or other related field from an accredited academic institution.
Experience
• Minimum five years previous work experience in the area of Preventing Violent Extremism
(PVE) or other closely related field;
• Thorough knowledge of concepts related to issues and legal framework of Countering Violent
Extremism (CVE) in the former Yugoslav Republic of Macedonia and the region;
• Proven knowledge and skills in the development of thematic documents on PVE, strategic planning (including strategic budgeting and financial planning) coordination, monitoring and evaluation of strategic documents;
• Strong knowledge of international documents and best practices relating to PVE;
• Experience liaising with governmental and international organizations;
• Experience working in the region is an advantage;
• Excellent written and verbal communication skills in English language;
• Computer literate with practical experience with Microsoft packages;
• Ability to work with people of different nationalities, religions and cultural backgrounds;
• Gender awareness sensitivity and ability to integrate a gender perspective into tasks and abilities.
Languages
Fluency in English is required. Knowledge of the languages spoken in the Western Balkans region will be considered as advantage.
