Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

CONTEXT

Under the overall supervision of the Head, Global Health Programme Monitoring & Admin-Finance Support, and under the direct supervision of the Administrative and Finance Officer (Migration Health Division), and in close coordination with the USRAP Senior Migration Health Adviser, Global Radiologist and MHD HQ and MHS staff, the successful candidate will be accountable and responsible for providing health programme monitoring and administrative-finance (PAF) functions of the Global MHS unit based at the Manila (Global) Administrative Centre. He or she will also oversee the staff under his/her team in the PAF section.

CORE FUNCTIONS / RESPONSIBILITIES

Health Programme Financial Monitoring & Performance Evaluation

  • ​​Provide regularly an in-depth and comprehensive financial and budgetary analysis, monitoring and management reporting for global MHD projects, including structure of expenditures, service fees and caseload; perform such analysis per implementing CO and per global project falling under the Health Assessment Programme (HAP);
  • Analyze historical and current financial trends of global MHD projects; identify current or potential problems, and propose corrective measures, if necessary; assist in the analysis of individual location actual and anticipated financials, budgets and fees;
  • Oversee the preparation of historical, periodic and annual financial performance reports and consolidate narrative reports summarizing the activities and expenses for the global projects;
  • Prepare complex financial models and forecasting requiring in-depth factual analysis for the MHD’s global projects; assist in enhancing and drafting the financial aspects of the Programme Performance Monitoring Report of MHD.

Budget Preparation and Evaluation

  • Assist in preparing annual budgets, i.e., Canada PDMS, GHAPs, GSCS, Cooperative Agreement, Vaccination Project, IOM Programme and Budget, among others;
  • Consolidate and analyze annual budget requests and narratives for global MHD projects;
  • Liaise and consult with various units in MAC on financial and budgetary matters; communicate with HAP focal points and finance staff in IOM Country and Regional Offices regarding budgetary or expenditure issues of global MHD projects.

Administrative Support

  • Assist in the preparation, consolidation and submission of invoices for reimbursement as well as the Financial Overview for the Migration Health Annual Report and other MHD publications and reports;
  • Assist in developing guidelines, standard operating procedures (SOP) and training modules within the work area;
  • Directly supervise and train the Migration Health Administrative & Finance Assistants.
  • Perform such other duties as may be assigned.

REQUIRED QUALIFICATIONS AND EXPERIENCE

Education

  • University degree in Finance, Accounting, Business Administration or a related field from an accredited academic institution, with four years of relevant professional experience in the field of financial/budgetary analysis, monitoring and report writing preferably in the health financing sector; or
  • Completed High School degree from an accredited academic institution, with six years of relevant professional experience;
  • Must be a Certified Public Accountant (CPA) or its equivalent.

Experience

  • Sound knowledge of accounting systems and/or SAP plus generally accepted accounting principles, internal controls and audit/review procedures;
  • Experience in audit an advantage;
  • Computer literacy including proficiency in MS Office applications;
  • Analytical thinker with an eye for details, capable of designing, reviewing and revising business processes to achieve efficiency;
  • Supervisory experience an advantage.

Working Hours

  • Amenable to mid-shift schedule from 3:00 pm – 12 midnight.

Languages

Fluency in English is required. Working knowledge of French and/or Spanish an advantage.

Annual Leave: 2.5 working days per completed month of service

Sick Leave: 2 working days per completed month of service

Compassionate Leave: 3 days leave in the event of the death of immediate family members (spouse, child, parents and siblings), additional 2 days if the staff member requires to travel

Maternity Leave: 16 consecutive calendar weeks with full pay or 20 weeks for multiple births

Paternity Leave: 8 weeks with full pay or 12 weeks for multiple births

Adoption Leave: 8 weeks with full pay for adoption of single child or 12 weeks for multiple children

Compensation Plan: an insurance coverage for occupational accidents and illnesses (paid by IOM)

Medical Service Plan (MSP): an insurance coverage for non-occupational accidents and illnesses (medical/dental/optical) on contributory basis (monthly premium shared by IOM and staff member)

United Nations Pension Fund (UNJSPF): aims to provide participants at retirement age with pensions as an income replacement. It also provides participants with social security coverage in case of death in service or disability. A compulsory pension scheme maintained by contributions between IOM and the staff member (7.9% of the gross pensionable salary)

Dependent Child Allowance: PhP 18,626 net per annum per child up to maximum of six children (payable in monthly instalments) and subject to terms and qualifying conditions

Other allowances: Overtime, Night Differential, Transportation Allowance (for rendered overtime beyond 10:00pm)

Flexible work hours: which start from 7:30 to 9:30am; 8 hours per day, 40 hours work per week, Monday to Friday
