Context:
Irregular migration along the Central Mediterranean route is increasingly dangerous for migrants. Crossing the Mediterranean to Italy is by far the deadliest route, with 1 death recorded for 35 arrivals (IOM, 2016). In addition, over 70% of the migrants interviewed by IOM on their arrival in Italy report that they were victims of trafficking or other exploitative practices during their migratory journey along the routes of the Central Mediterranean.
To meet these challenges, International Organization for Migration (IOM) works throughout the West and Central Africa region on migration protection and reintegration to migrants opting to return to their countries of origin.
In Senegal, migrant protection and reintegration programs intend to: provide protection and assistance to vulnerable and stranded migrants, support sustainable reintegration in communities of origin, disseminate accurate information on migration to migrants, potential migrants and communities, and collect data on migration flows to inform policies and decision-making. All actions aim to strengthen the technical and material capacities of authorities and organizations involved in these areas so that they can ultimately take over the policies and programmes related to the protection and reintegration of migrants developed and/or strengthened in Senegal, with a view to improving migration governance.
As part of its efforts to provide sustainable reintegration assistance, IOM seeks to assist returnees in reaching a sustainable level of economic self-sufficiency, social stability within their communities, and psychosocial well-being that allows them to cope with (re)migration drivers.
Under the overall supervision of the Chief of Mission, with the thematic support of the Regional Specialist on Migrant Assistance, and the direct supervision of the Migrant Assistance and Reintegration Project Manager, the successful candidate will be responsible for coordinating and implementing migrant assistance and protection activities in the country. Activities will be carried out in coordination with the United Nations, coordinated humanitarian strategies and government counterparts.
Core Functions / Responsibilities:
Carry out preliminary assessments of protection needs, identify problems/gaps and propose/prioritize timely practical actions to respond to protection problems.
Regularly participate in inter-agency protection fora (e.g. protection cluster, child-protection sub-cluster, Gender -Based Violence sub-cluster, relevant task forces, etc.) and monitor the protection needs of mobile populations as well as communities affected by mobility and their systematic reporting and resolution.
Coordinate assistance to individual cases of concern and facilitate referral and treatment (e.g. screening, interview, counselling, referral or assistance, depending on programme capacities).
Monitor and provide technical guidance to implementing partners delivering protection services on behalf of IOM.
Support the coordination of transit centres for migrants and sub-offices in coordination with other managers and the Chief of Mission.
Draft periodic and regular reports covering protection activities; prepare briefing, statistical/narrative reports and background information as required including specific information requested by Governments and other entities.
Assess and address training needs on protection issues and need for capacity building among local authorities, local NGOs, International NGOs, the UN country team and other stakeholders.
Supervise protection assistants, provide training and promote inclusion into training programmes and ensure regular performance appraisals.
Communicate with appropriate IOM units and field offices, including with psychosocial assistance, counter-trafficking and programmes assisting other vulnerable groups that are on-going within the Mission, RO Dakar and Headquarters (HQs) relevant counterparts.
Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in International Law, Development Studies, Political Science, International Relations, Social Studies or a related field from an accredited academic institution with two years of relevant professional experience; or
• University degree in the above fields with four years of relevant professional experience.
Experience
• Previous work on protection (e.g. child protection, counter-trafficking) including in the provision of direct assistance to vulnerable groups;
• Experience in managing teams, mentoring and delivering trainings;
• Experience working with specialized international agencies (UN Agencies, International
Organizations, and International NGOs) preferable;
• Strong communication and interpersonal skills as well as strong strategic and creative thinking;
• Experience in project management and monitoring and evaluation an asset;
• Efficiency, flexibility, high level of professionalism and ability to work under pressure and adhere to strict deadlines;
• Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds;
• Ability to guide and supervise staff and coordinate administrative matters;
• Works effectively with local authorities, stakeholders, beneficiaries, and the broader community to advance country office or regional objectives.
Languages
Fluency in English and French required. Working knowledge of Wolof, Portuguese and/or other local languages of West Africa an advantage.
