Malta: Project Focal Point

Under the overall supervision of the non-resident Chief of Mission for Italy and Malta and the Officer in Charge, seated in Rome, under the direct supervision of the Project Manager responsible for Migrant Protection Assistance at IOM Malta, and in close coordination with the Project Coordinators/Managers in the Project Management Sites, the incumbent will act as the Project Focal Point for Malta for the projects ‘PROTECT: Preventing SGBV against migrants and strengthening support to victims’ and ‘TRAIN4M&H: Provision of training for first-line health professionals and law enforcement officers working at local level with migrants and refugees’ and will assist with the implementation (operational, financial and administrative) and daily follow-up of the project activities foreseen to be carried out in Malta, with the following duties:

a) Provide support to the overall implementation of the projects, adhering to best practices.

b) Support the identification of stakeholders to participate in the projects and the building of relationships with institutional counterparts to engage in the implementation of the projects in Malta.

c) Liaise with relevant stakeholders in Malta and coordinate the implementation of the activities of the projects with the Project Managers, and with Project Focal Points in other participating countries, as needed.

d) Support in the organization and implementation of the ‘PROTECT’ project activities, including: national stakeholder meetings in Malta; a needs assessment mapping exercise and corresponding report; the development and/or review of Standard Operating Procedures (SOPs) or Guidelines on SGBV in Malta; the regional development of tools to train professionals on understanding SGBV and their adaptation to the local context; capacity-building training sessions for first responders, general service providers and specialized service providers in Malta; the development of a regional SGBV information campaign strategy; the development and distribution of information materials on SGBV; information sessions on SGBV prevention for refugee and migrant communities and asylum seekers in Malta.

e) Support with all necessary preparatory actions for carrying out capacity building activities in relevant areas of IOM’s mandate including SGBV, migration and health, counter-trafficking, among others.

f) Support communication and outreach to promote the activities of the projects among relevant stakeholders and the general public in Malta, including through IOM Malta’s website and social media.

g) Assist with providing regular updates to the Project Managers on the implementation and achievements of the projects, including inputs to narrative and financial reports and overall project monitoring and evaluation, as required.

h) Undertake duty travel as needed.

i) Carry out other tasks as may be assigned.

Desirable Qualifications:

Education, experience and other requirements:

· University degree in Migration Studies, Humanitarian and/or Development Studies, Health, Political or Social Sciences, Law or another related field, with at least two years of relevant professional experience, or

· High School Degree/Certificate with at least three years of relevant professional experience;

· Work experience in the migration field and/or project cycle management and/or capacity building activities is required;

· Experience in liaising with governmental and non-governmental stakeholders both at national and international level will be considered an advantage.

Competencies

· Knowledge of the regional and local context will be considered an advantage.

*Languages:**

Fluency in English. Knowledge of Maltese or other IOM official languages is considered an advantage.
